【摘要】:如今,移動(dòng)網(wǎng)絡(luò)進(jìn)入了迅猛發(fā)展的特殊時(shí)期,由此使得移動(dòng)運(yùn)營(yíng)商正在面臨著一個(gè)瞬息萬(wàn)變的行業(yè)格局,3G大戰(zhàn)似乎才剛剛開(kāi)始,4G時(shí)代已不期而至,移動(dòng)運(yùn)營(yíng)商如何在這種激烈的市場(chǎng)競(jìng)爭(zhēng)戰(zhàn)斗中贏取選擇日益多樣性客戶(hù)的青睞,成為了移動(dòng)通信行業(yè)亟需解決的話(huà)題。因此,移動(dòng)運(yùn)營(yíng)商在做好業(yè)務(wù)營(yíng)銷(xiāo)推廣工作的同時(shí),還必須加強(qiáng)移動(dòng)基站設(shè)備入網(wǎng)工程的建設(shè)以及升級(jí)維護(hù)工作,不斷提高移動(dòng)通信網(wǎng)絡(luò)的服務(wù)和質(zhì)量。成都移動(dòng)通信建設(shè)近幾年也得到了快速的發(fā)展,通信網(wǎng)絡(luò)規(guī)模容量不斷擴(kuò)大,新增宏基站和室內(nèi)覆蓋設(shè)備數(shù)量持續(xù)增長(zhǎng),對(duì)整個(gè)通信網(wǎng)絡(luò)的可靠性、安全性、穩(wěn)定性等方面皆提出了更嚴(yán)格的要求,要求運(yùn)營(yíng)商必須做到有效開(kāi)展并完成移動(dòng)基站設(shè)備入網(wǎng)工程。項(xiàng)目管理是一種科學(xué)的管理理念和方法,其應(yīng)用的最終目的是力爭(zhēng)實(shí)現(xiàn)任務(wù)多、質(zhì)量好、成本省、進(jìn)度快的有機(jī)統(tǒng)一。目前將項(xiàng)目管理理論應(yīng)用到技術(shù)改造、工程制造、科學(xué)研究等領(lǐng)域并取得成功的案例不勝枚舉,本文將以成都移動(dòng)基站設(shè)備入網(wǎng)項(xiàng)目作為研究對(duì)象,將項(xiàng)目管理中的管理理念、方法以及管理工具應(yīng)用到移動(dòng)基站設(shè)備入網(wǎng)工程建設(shè)中。文章首先通過(guò)項(xiàng)目管理理論對(duì)成都移動(dòng)基站設(shè)備入網(wǎng)項(xiàng)目過(guò)程進(jìn)行梳理,從而以項(xiàng)目管理的角度對(duì)移動(dòng)基站設(shè)備入網(wǎng)項(xiàng)目進(jìn)度管理進(jìn)行重點(diǎn)研究,結(jié)合關(guān)鍵路徑法與計(jì)劃評(píng)估審查技術(shù)(PERT),總結(jié)優(yōu)化施工流程,利用新的施工工藝將工期有效縮短。進(jìn)而發(fā)現(xiàn)各階段存在的時(shí)間進(jìn)度問(wèn)題并找出優(yōu)化解決方案,并利用甘特圖與PERT網(wǎng)絡(luò)圖清楚直觀的呈現(xiàn)給讀者最后基于以上研究系統(tǒng)總結(jié)該項(xiàng)目的風(fēng)險(xiǎn)管理工作,建立了一套相對(duì)科學(xué)、完善并且具有一定實(shí)用性的基站設(shè)備入網(wǎng)項(xiàng)目風(fēng)險(xiǎn)管理機(jī)制。本論文選取了成都移動(dòng)基站建設(shè)有代表性的《中國(guó)移動(dòng)四川省成都地區(qū)G網(wǎng)第一期網(wǎng)絡(luò)優(yōu)化工程》作為研究案例,采取了案例研究的研究方法,從而更好地做到了理論與實(shí)踐的結(jié)合,以期可以系統(tǒng)總結(jié)出一定的移動(dòng)基站設(shè)備入網(wǎng)項(xiàng)目管理經(jīng)驗(yàn),為接下來(lái)的移動(dòng)基站設(shè)備入網(wǎng)項(xiàng)目提供有價(jià)值的參考,從而有助于加強(qiáng)成都移動(dòng)公司通信設(shè)備入網(wǎng)項(xiàng)目的精細(xì)化管理,保證成都移動(dòng)通信建設(shè)項(xiàng)目工程質(zhì)量,提高投資效益,促進(jìn)移動(dòng)通信快速和可持續(xù)發(fā)展。
[Abstract]:Now, the mobile network has entered a special period of rapid development, so mobile operators are facing a rapidly changing industry pattern. The 3G war seems to have just begun. How to win the favor of increasingly diverse customers in this fierce market competition has become a topic that needs to be solved in the mobile communication industry. Therefore, while doing a good job of marketing and promotion, mobile operators are doing a good job in marketing and promoting their business. It is also necessary to strengthen the construction of the mobile base station equipment access project and upgrade the maintenance work to continuously improve the service and quality of the mobile communication network. Chengdu Mobile Communication Construction has also been rapidly developed in recent years. The capacity of the communication network is expanding, and the number of new Acer stations and indoor coverage equipment is continuously increasing. The reliability, security and stability of the entire communication network are all subject to more stringent requirements. The project management is a scientific management idea and method. The ultimate purpose of its application is to achieve more tasks, better quality and less cost. At present, the project management theory has been applied to the fields of technical transformation, engineering manufacture, scientific research and so on, and the successful cases are too numerous to enumerate. This paper will take the Chengdu Mobile Base Station equipment access project as the research object. This paper applies the management idea, method and management tools in the project management to the construction of the mobile base station equipment access project. Firstly, through the project management theory, the paper sorts out the process of the Chengdu mobile base station equipment access project. From the point of view of project management, this paper focuses on the project schedule management of mobile base station equipment entering the network, combines the critical path method and the plan evaluation and review technology, summarizes and optimizes the construction process, Using the new construction technology to shorten the construction period effectively, and then find out the time schedule problem existing in each stage and find out the optimization solution. Using Gantt Chart and PERT Network Chart to present clearly and intuitively to the reader finally based on the above research system summarize the risk management work of the project and establish a set of relative science. This paper selects Chengdu Mobile base station construction representative "China Mobile Sichuan Chengdu area G Network Phase I Network Optimization Project" as a case study. The method of case study is adopted in order to combine theory with practice so as to sum up some experiences of project management of mobile base station equipment entering network. It can provide valuable reference for the next mobile base station equipment access project, which will help to strengthen the fine management of Chengdu Mobile equipment access project, ensure the quality of Chengdu mobile communication construction project, and improve the investment efficiency. To promote rapid and sustainable development of mobile communications.
