【摘要】：目前,LTE正在全球范圍內(nèi)快速推進(jìn),并在北美、亞太(日本和韓國(guó))都得到了大規(guī)模部署,全球已經(jīng)有331家運(yùn)營(yíng)商在112個(gè)國(guó)家推出商用LTE網(wǎng)絡(luò)服務(wù)。國(guó)內(nèi)工信部日前披露的數(shù)據(jù)顯示,中國(guó)移動(dòng)已經(jīng)建設(shè)了超過50萬個(gè)4G基站,正在向偏遠(yuǎn)地區(qū)覆蓋4G網(wǎng)絡(luò)。一旦中國(guó)移動(dòng)完成4G覆蓋,在4G上投入乏力的聯(lián)通、電信,將不得不以“強(qiáng)3G、弱4G”和中國(guó)移動(dòng)4G展開競(jìng)爭(zhēng)。為保證在覆蓋廣度和深度上支撐業(yè)務(wù)發(fā)展需求,保障良好用戶體驗(yàn),達(dá)到與競(jìng)爭(zhēng)對(duì)手可比水平,同時(shí)在網(wǎng)絡(luò)覆蓋區(qū)域內(nèi)接入指標(biāo)接近3G網(wǎng)絡(luò),實(shí)現(xiàn)用戶連續(xù)接入能力,南通電信公司計(jì)劃2015年進(jìn)行TD-LTE混合組網(wǎng)無線網(wǎng)工程建設(shè)。該項(xiàng)目建設(shè)的可行性如何?如何制定有效的項(xiàng)目計(jì)劃和實(shí)施方案?采取何種措施避免可能的風(fēng)險(xiǎn),提升該項(xiàng)目的成功度,成為需要研究的問題。因此,論文研究具有實(shí)際意義。本文以南通電信TD-LTE網(wǎng)工程項(xiàng)目為案例,首先論述了TD-LTE網(wǎng)工程項(xiàng)目的研究背景,并對(duì)項(xiàng)目管理理論、風(fēng)險(xiǎn)管理理論、TD-LTE網(wǎng)理論及其國(guó)內(nèi)外應(yīng)用情況進(jìn)行了闡述;其次,應(yīng)用項(xiàng)目管理理論將該項(xiàng)目劃分為可行性分析階段、項(xiàng)目計(jì)劃與實(shí)施方案階段兩個(gè)階段,明確了各個(gè)階段的工作內(nèi)容。在可行性分析階段,分析了南通LTE網(wǎng)絡(luò)現(xiàn)狀、業(yè)務(wù)需求現(xiàn)狀、以及業(yè)務(wù)需求預(yù)測(cè)等內(nèi)容;在項(xiàng)目計(jì)劃與實(shí)施方案階段,對(duì)該工程項(xiàng)目的計(jì)劃以及實(shí)施方案進(jìn)行了詳細(xì)的闡述。最后,對(duì)項(xiàng)目可能產(chǎn)生的風(fēng)險(xiǎn)以及應(yīng)對(duì)策略進(jìn)行了探究。論文研究不僅可指導(dǎo)南通TD-LTE項(xiàng)目的建設(shè),而且可為其他類似項(xiàng)目的建設(shè),提供了借鑒。
[Abstract]:Currently, LTE is moving rapidly around the world and has been deployed on a large scale in North America, Asia Pacific (Japan and South Korea), Worldwide, 331 operators have launched commercial LTE network services in 112 countries. China Mobile has built more than 500,000 4G base stations, according to data released by the Ministry of Industry and Information Technology a few days ago. Is covering 4G networks in remote areas. Once China Mobile completes 4G coverage and invests in 4G, telecommunications, "strong 3G, weak 4G" and China Mobile 4G will have to compete. At the same time, the access index within the network coverage area is close to 3G network to realize the continuous access capability of users. Nantong Telecom Company plans to carry out the TD-LTE hybrid wireless network project construction in 2015. What is the feasibility of this project? How to develop effective project plan and implementation plan? What measures should be taken to avoid the possible risks and enhance the success of the project become a problem that needs to be studied. Therefore, the paper has practical significance. This paper takes the Nantong Telecom TD-LTE Network Project as an example. Firstly, the research background of TD-LTE net project is discussed, and the theory of project management, risk management theory, TD-LTE net theory and its application at home and abroad are expounded. Secondly, the project is divided into feasibility analysis stage by using project management theory. In the stage of feasibility analysis, the present situation of Nantong LTE network, the current situation of business demand, and the forecast of business demand are analyzed. In the stage of project planning and implementation, the project plan and implementation plan are described in detail. Finally, The paper not only can guide the construction of Nantong TD-LTE project, but also can provide reference for other similar projects.
