【摘要】：隨著2013年12月4日工業(yè)和信息化部向中國移動通信集團公司、中國電信集團公司和中國聯(lián)合網(wǎng)絡(luò)通信集團有限公司頒發(fā)“LTE／第四代數(shù)字蜂窩移動通信業(yè)務(wù)(TD-LTE)”經(jīng)營許可,標(biāo)志著我國正式踏入4G時代。4G前景固然美妙,但目前承載著國民通信的依然是3G CDMA網(wǎng)絡(luò),且各大運營商依舊大力對廣大農(nóng)村地區(qū)部署CDMA網(wǎng)絡(luò)建設(shè)。作為CDMA網(wǎng)絡(luò)應(yīng)用的基礎(chǔ),CDMA網(wǎng)絡(luò)基站建設(shè)備受各大電信運營商的關(guān)注,隨著基站建設(shè)項目的建設(shè)規(guī)模不斷擴大,運營商面臨的不確定因素也不斷增多,對建設(shè)項目的風(fēng)險管理也提出了更高層次的要求。對此,深入研究CDMA網(wǎng)絡(luò)基站建設(shè)項目的風(fēng)險管理,分析通訊基站建設(shè)項目工程中出現(xiàn)的風(fēng)險因素,整理出相應(yīng)辦法規(guī)避風(fēng)險和減少風(fēng)險帶來的損失,無論是對接下來的大規(guī)模建設(shè)LTE網(wǎng)絡(luò)基站,還是普及農(nóng)村的CDMA網(wǎng)絡(luò)基站,都有莫大好處。本文將項目風(fēng)險管理機制引入崇左電信CDMA基站建設(shè)項目之中,采用理論與實踐相結(jié)合的方法,從電信運營商的角度出發(fā),重點對風(fēng)險管理工作中的風(fēng)險識別、風(fēng)險評估、風(fēng)險決策和風(fēng)險控制進行分析,結(jié)合項目實例對主要工作進行闡述,并對運營商如何應(yīng)對和規(guī)避自身建設(shè)項目風(fēng)險給出建議,使基站建設(shè)項目各個環(huán)節(jié)都處于風(fēng)險管理的控制之內(nèi),為CDMA網(wǎng)絡(luò)的發(fā)展提供保障,使企業(yè)的利潤得到最大化。
[Abstract]:In December 4th 2013, the Ministry of Industry and Information Technology sent to China Mobile Communications Group Co., Ltd. China Telecom Corporation and China United Network Communications Group Co., Ltd. issued the "LTE / 4th generation digital cellular mobile communication business TD-LTES" business license. Marking that China has entered the 4G era. 4G prospects are wonderful, but the current carrier of national communications is still 3G CDMA network. And the major operators still vigorously deploy CDMA network construction in rural areas. As the basis of CDMA network applications, the construction of CDMA network base stations has attracted the attention of major telecom operators. With the expansion of the construction scale of the base station construction project, the uncertain factors faced by the operators are also increasing, and the risk management of the construction project has put forward a higher level of requirements. Deeply study the risk management of the CDMA network base station construction project, analyze the risk factors in the communication base station construction project, sort out the corresponding methods to avoid the risk and reduce the loss caused by the risk. Whether the next large-scale construction of LTE network base stations, or the popularization of rural CDMA network base stations. This paper introduces the project risk management mechanism into the Chongzuo telecom CDMA base station construction project, using the combination of theory and practice, from the perspective of telecom operators. Focus on risk identification, risk assessment, risk decision-making and risk control in the work of risk management, combined with the project examples to explain the main work. And the operators how to cope with and avoid the risk of their own construction projects, so that each link in the base station construction project risk management control, for the development of CDMA network to provide protection. Maximize the profits of an enterprise.
