“Top-level design about water resources informatization” has a great signicance in solving overall and systematic issues, whose achievements can provide necessary technical and management basis for unifying technical framework, strengthening resources integration, promoting information sharing and ensuring good operation of system. From the point of view of avoiding redundant construction, promoting resource sharing and strengthening business collaboration, three parts of water resources informatization comprehensive systeminfrastructure, business application and environment protectionare finely divided into five management classifications: water resources informatization protection, water resources information system runtime environment, information acquisition and project supervision, resources sharing service, comprehensive business application. It gives denitions to and makes division for water resources business and water resources affairs, also gives unified definition to basic framework for application eld, collabration, domain system and inter-domain system, points out basic technique condition and constraint for major parts of water resources information system, which lays technology and management foundation for carrying out unified supervision and management of technical standard, operation/runtime environment, safety control, data center, portal for water resources informatization in the near future.
