【摘要】：當(dāng)前人類面臨著生態(tài)退化和環(huán)境污染的困局,油氣資源作為關(guān)系國家能源安全的重要戰(zhàn)略物資,對國民經(jīng)濟的發(fā)展起著舉足輕重的作用。油氣資源開發(fā)與環(huán)境保護已成為制約國家經(jīng)濟發(fā)展的重大問題,直接關(guān)系到國家的經(jīng)濟建設(shè)和社會的穩(wěn)定。油氣資源開發(fā)企業(yè)要堅持油氣資源開發(fā)與環(huán)境保護并舉強化治理,因地制宜地進行生態(tài)恢復(fù)與建設(shè),實現(xiàn)綠色發(fā)展。因此,油氣資源開發(fā)企業(yè)需要從微觀企業(yè)主體角色入手,,研究環(huán)境內(nèi)化管理問題,從而解決宏觀環(huán)境問題。本文從非主流經(jīng)濟學(xué)出發(fā),基于企業(yè)環(huán)境問題的復(fù)雜性和模糊性特征,運用內(nèi)化管理理論與方法,研究企業(yè)環(huán)境管理機制的組織流程和控制機制,使之環(huán)境外部性內(nèi)化解決,實現(xiàn)環(huán)境與經(jīng)濟優(yōu)化的基本路徑。在整理和評述已有研究成果與相關(guān)理論的基礎(chǔ)上,從內(nèi)化管理角度,定義了企業(yè)環(huán)境內(nèi)化管理的基本概念,深入揭示了油氣資源開發(fā)企業(yè)環(huán)境問題內(nèi)化管理的組織與控制機制。深入分析了油氣資源開發(fā)企業(yè)環(huán)境問題內(nèi)化管理的實施條件,進一步設(shè)計油氣資源開發(fā)企業(yè)環(huán)境問題內(nèi)化管理的組織流程,并構(gòu)建了以內(nèi)部驅(qū)動力為核心的環(huán)境問題內(nèi)化管理模型。從而得到內(nèi)化油氣資源開發(fā)企業(yè)環(huán)境外部性問題實現(xiàn)經(jīng)濟績優(yōu)的路徑,從而建立油氣資源開發(fā)企業(yè)環(huán)境問題內(nèi)化管理的具體對策。為此,為培育適宜油氣資源開發(fā)企業(yè)環(huán)境內(nèi)化管理機制創(chuàng)建和發(fā)展,從構(gòu)建油氣資源開發(fā)企業(yè)內(nèi)部各自系統(tǒng)的角度,提出了有針對性的對策。從制定環(huán)境績效改善目標(biāo)、建立公開出版可持續(xù)發(fā)展報告制度、構(gòu)建自身環(huán)境管理制度、更新環(huán)境責(zé)任理念和實施環(huán)境循環(huán)周期評價制度五個方面解決油氣資源開發(fā)企業(yè)環(huán)境問題的內(nèi)化管理。最后,從應(yīng)對相應(yīng)具體對策的角度,提出了油氣資源開發(fā)企業(yè)環(huán)境問題內(nèi)化管理的激勵措施,以保障各項措施的有效實施,實現(xiàn)油氣資源開發(fā)企業(yè)能源生產(chǎn)和環(huán)境保護共同和諧可持續(xù)發(fā)展。
[Abstract]:At present, mankind is faced with the dilemma of ecological degradation and environmental pollution. As an important strategic material related to national energy security, oil and gas resources play an important role in the development of national economy. The exploitation of oil and gas resources and environmental protection have become a major problem restricting the economic development of the country, which is directly related to the economic construction and social stability of the country. Oil and gas resources development enterprises should adhere to the combination of oil and gas resources development and environmental protection to strengthen control, and carry out ecological restoration and construction in accordance with local conditions, so as to realize green development. Therefore, oil and gas resources development enterprises need to start with the main role of micro-enterprises, study the problem of environmental internalization management, so as to solve the macro-environmental problems. Starting from the non-mainstream economics, based on the complexity and fuzziness of enterprise environmental problems, this paper applies the theory and method of internalization management to study the organizational process and control mechanism of enterprise environmental management mechanism, so as to make the environmental externality be internalized. The basic path of environmental and economic optimization. Based on the existing research results and related theories, this paper defines the basic concept of enterprise environmental internalization management from the perspective of internalization management, and deeply reveals the organization and control mechanism of environmental internalization management in oil and gas resource development enterprises. In this paper, the implementation conditions of environmental problems internalization management in oil and gas resource development enterprises are analyzed, and the organization process of environmental problems internalization management in oil and gas resources development enterprises is further designed. And build the internal driving force as the core of the environmental problems internalization management model. Thus, the path of environmental externality of internalized oil and gas resources development enterprises is obtained, and the concrete countermeasures of internalization management of environment problems of oil and gas resources exploitation enterprises are established. In order to establish and develop the environmental internalization management mechanism of oil and gas resources exploitation enterprises, some countermeasures are put forward from the point of view of constructing the internal systems of oil and gas resources development enterprises. From the setting of environmental performance improvement objectives, the establishment of the public publication of sustainable development reports system, the construction of their own environmental management system, Renew the concept of environmental responsibility and implement the environmental cycle evaluation system to solve the environmental problems of oil and gas resources development enterprises internalized management. Finally, from the perspective of corresponding specific countermeasures, the incentive measures for internalization management of environmental problems in oil and gas resource development enterprises are put forward to ensure the effective implementation of these measures. To realize the common harmonious and sustainable development of energy production and environmental protection of oil and gas resources development enterprises.
