【摘要】：在充分借鑒水運(yùn)、鐵路、電力等行業(yè)安全監(jiān)管指標(biāo)及相關(guān)研究成果的基礎(chǔ)上,提出了油氣管網(wǎng)系統(tǒng)安全指標(biāo)體系框架。從油氣管道運(yùn)行面臨的社會(huì)、環(huán)境、供應(yīng)壓力及管道自身的缺陷狀況,提出了油氣管網(wǎng)系統(tǒng)壓力類指標(biāo);從管道的日常運(yùn)維和發(fā)生事故時(shí)的應(yīng)急響應(yīng)2個(gè)方面,提出了油氣管網(wǎng)系統(tǒng)響應(yīng)類指標(biāo);從管網(wǎng)發(fā)生事故可能導(dǎo)致的人員傷亡、環(huán)境污染及供應(yīng)損失3個(gè)方面,提出了油氣管網(wǎng)安全狀態(tài)類指標(biāo)。管道運(yùn)營(yíng)方能夠通過(guò)壓力類指標(biāo)和響應(yīng)類指標(biāo),對(duì)管網(wǎng)的安全進(jìn)行定性判斷,找出油氣管網(wǎng)安全運(yùn)行中的薄弱點(diǎn);狀態(tài)類指標(biāo)是管道安全性的直接度量指標(biāo),可將其作為管道安全的控制指標(biāo)。油氣管網(wǎng)的壓力-響應(yīng)-狀態(tài)指標(biāo)體系,對(duì)政府監(jiān)管和管道企業(yè)安全管理具有一定的參考意義。
[Abstract]:On the basis of drawing lessons from the safety supervision indexes and related research results of water transportation, railway, electric power and other industries, this paper puts forward the safety index system framework of oil and gas pipeline network system. According to the society, environment, supply pressure and the defect of pipeline itself, the pressure index of oil and gas pipeline network system is put forward, and the emergency response of pipeline daily transportation and accident is discussed. The response index of oil and gas pipeline network system is put forward, and the safety state index of oil and gas pipeline network is put forward from three aspects: casualties, environmental pollution and supply loss. Pipeline operators can qualitatively judge the safety of pipeline network through pressure index and response index, and find out the weak points in the safe operation of oil and gas pipeline network, and the state index is the direct measure index of pipeline safety. It can be regarded as the control index of pipeline safety. The pressure-response-state index system of oil and gas pipeline network has certain reference significance for government supervision and pipeline enterprise safety management.
