【摘要】：隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的逐步完善和現(xiàn)代企業(yè)制度的建立,特別是在建立健全懲治和預(yù)防腐敗體系,強(qiáng)化企業(yè)內(nèi)部控制的新形勢(shì)下,效能監(jiān)察作為企業(yè)內(nèi)部管理的重要監(jiān)督控制手段,在堵塞漏洞、規(guī)范管理、促進(jìn)管理人員廉潔從業(yè)、提高管理效能、維護(hù)國(guó)有資產(chǎn)安全和保證政令暢通等方面發(fā)揮著不可替代的作用。本文通過(guò)對(duì)WY公司效能監(jiān)察管理過(guò)程的現(xiàn)狀分析,從而改進(jìn)和優(yōu)化效能監(jiān)察管理過(guò)程,在一定程度上提高了企業(yè)效能監(jiān)察管理水平,對(duì)其科學(xué)規(guī)范運(yùn)作具有現(xiàn)實(shí)意義。本文首先在闡明論文研究背景及目的意義、國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,分別從企業(yè)效能監(jiān)察的概念及特點(diǎn)、企業(yè)效能監(jiān)察與其他相關(guān)概念的區(qū)別、企業(yè)效能監(jiān)察的必要性和作用、企業(yè)效能監(jiān)察的基本形式和方法、企業(yè)效能監(jiān)察的管理過(guò)程五個(gè)部分陳述了企業(yè)效能監(jiān)察的相關(guān)概念,為后面章節(jié)的構(gòu)建奠定理論基礎(chǔ)。其次,論文對(duì)大慶油田WY公司效能監(jiān)察管理過(guò)程現(xiàn)狀進(jìn)行了分析,介紹WY公司的基本情況,概述效能監(jiān)察管理過(guò)程現(xiàn)狀,結(jié)合工作實(shí)踐,總結(jié)出大慶油田WY公司效能監(jiān)察在管理過(guò)程中存在著選題立項(xiàng)缺乏依據(jù),程序不規(guī)范;組織機(jī)構(gòu)不健全,人員配備不合理;監(jiān)察方法單一,工作效率偏低等問(wèn)題,并對(duì)這些問(wèn)題產(chǎn)生的原因進(jìn)行了深刻的剖析。再次,論文針對(duì)大慶油田WY公司效能監(jiān)察管理過(guò)程中存在的問(wèn)題,分別從效能監(jiān)察的選題立項(xiàng)、組織實(shí)施、工作量和成果的統(tǒng)計(jì)、考核評(píng)價(jià)等方面提出改進(jìn)措施,從而優(yōu)化大慶油田WY公司效能監(jiān)察管理過(guò)程。最后,從效能監(jiān)察的組織、管理、技術(shù)三個(gè)方面提出了保障實(shí)施措施,確保企業(yè)效能監(jiān)察工作取得成效。
[Abstract]:With the gradual improvement of our socialist market economy system and the establishment of modern enterprise system, especially under the new situation of establishing and perfecting the system of punishing and preventing corruption and strengthening the internal control of enterprises, Efficiency supervision, as an important means of supervision and control in the internal management of enterprises, is designed to plug loopholes, standardize management, promote the honest practice of managers, and improve management efficiency. Maintaining the security of state-owned assets and ensuring the smooth flow of government orders play an irreplaceable role. By analyzing the current situation of WY company's efficiency supervision and management process, this paper improves and optimizes the efficiency supervision and management process, to a certain extent, improves the level of enterprise effectiveness supervision and management, and has practical significance for its scientific and normative operation. On the basis of expounding the research background and significance of the thesis, the present research situation at home and abroad, this paper starts with the concept and characteristics of enterprise effectiveness supervision, the difference between enterprise efficiency supervision and other related concepts. The necessity and function of enterprise efficiency supervision, the basic form and method of enterprise efficiency supervision, and the management process of enterprise efficiency supervision have stated the related concepts of enterprise efficiency supervision, which lays a theoretical foundation for the construction of the following chapters. Secondly, the paper analyzes the current situation of efficiency supervision and management process in Daqing Oilfield WY Company, introduces the basic situation of WY Company, summarizes the current situation of efficiency supervision and management process, and combines the work practice, It is concluded that in the management process of WY Company of Daqing Oilfield, there are some problems, such as lack of basis for selecting topics, non-standard procedure, imperfect organization, unreasonable staffing, single supervision method, low working efficiency, etc. And the causes of these problems are deeply analyzed. Thirdly, aiming at the problems existing in the process of efficiency supervision and management of Daqing Oilfield WY Company, the paper puts forward the improvement measures from the aspects of selecting topics, organizing and implementing, statistics of workload and results, assessment and evaluation, etc. So as to optimize the Daqing Oilfield WY Company effectiveness monitoring and management process. Finally, the paper puts forward some measures to ensure the effectiveness of efficiency supervision from the aspects of organization, management and technology.
