【摘要】:隨著全球低碳經(jīng)濟(jì)的逐步升溫,國家調(diào)整能源結(jié)構(gòu)、轉(zhuǎn)變經(jīng)濟(jì)增長方式等一系列政策相繼出臺,以中石油集團(tuán)公司為代表的油氣企業(yè)積極調(diào)整油氣發(fā)展戰(zhàn)略,抓住天然氣消費(fèi)比例持續(xù)上升的政策機(jī)遇和消費(fèi)市場急速擴(kuò)張的發(fā)展局面,加快推進(jìn)天然氣業(yè)務(wù)發(fā)展。與此同時(shí),國內(nèi)天然氣資源整體短缺導(dǎo)致供需失衡,國家推進(jìn)公用事業(yè)投融資體制改革致使城市天然氣市場呈現(xiàn)明顯的地域特征和激烈競爭格局,又給以油為主的傳統(tǒng)油氣企業(yè)發(fā)展天然氣業(yè)務(wù)提出了嚴(yán)峻挑戰(zhàn)。本研究選取了中石油集團(tuán)下屬油氣田企業(yè)從事天然氣分銷業(yè)務(wù)的一家子公司—HG燃?xì)饧瘓F(tuán)公司作為案例,通過查閱文獻(xiàn)資料、實(shí)地調(diào)研和定性定量分析,應(yīng)用戰(zhàn)略管理相關(guān)理論和研究方法,對HG燃?xì)饧瘓F(tuán)公司的發(fā)展戰(zhàn)略進(jìn)行了系統(tǒng)研究。運(yùn)用波特五力競爭分析模型、PEST分析法對HG燃?xì)饧瘓F(tuán)公司的宏觀環(huán)境、行業(yè)競爭結(jié)構(gòu)、內(nèi)部微觀環(huán)境進(jìn)行了全面分析,梳理和匯總HG燃?xì)饧瘓F(tuán)公司面臨的機(jī)遇、威脅、優(yōu)勢、劣勢,在此基礎(chǔ)上,采用DELPHI-SWOT分析法進(jìn)行方案優(yōu)選,確定HG燃?xì)饧瘓F(tuán)公司的發(fā)展戰(zhàn)略及實(shí)施措施。為保障發(fā)展戰(zhàn)略和實(shí)施舉措落地,HG燃?xì)饧瘓F(tuán)公司應(yīng)有效把握行業(yè)快速發(fā)展機(jī)遇,充分發(fā)揮自身優(yōu)勢,全面整合內(nèi)外部資源,持續(xù)提升企業(yè)核心競爭力,提高管理水平,分散經(jīng)營風(fēng)險(xiǎn),實(shí)現(xiàn)公司有質(zhì)量有效益可持續(xù)發(fā)展。
[Abstract]:With the global low-carbon economy heating up step by step, a series of policies such as national energy structure adjustment and economic growth mode have been issued one after another. The oil and gas enterprises represented by CNPC have actively adjusted their oil and gas development strategies. Seize the policy opportunity of increasing the proportion of natural gas consumption and the rapid expansion of consumer market, accelerate the development of natural gas business. At the same time, the overall shortage of domestic natural gas resources leads to the imbalance between supply and demand, and the national reform of the investment and financing system of public utilities makes the urban natural gas market show obvious regional characteristics and fierce competition pattern. The development of natural gas business for traditional oil-gas enterprises, mainly oil-based, poses a severe challenge. In this study, a subsidiary of CNPC's oil and gas field enterprises engaged in natural gas distribution business, HG Gas Group Company, was selected as a case study, through consulting literature, field investigation and qualitative and quantitative analysis. The development strategy of HG Gas Group Company is systematically studied by applying the theory and research method of strategic management. This paper analyzes the macro environment, industry competition structure and internal micro environment of HG Gas Group Company by using Porter's five Forces competitive Analysis Model (pest), combs and summarizes the opportunities, threats and advantages faced by HG Gas Group Company. On the basis of this, the development strategy and implementation measures of HG Gas Group Company are determined by using DELPHI-SWOT analysis method. In order to ensure the development strategy and implement measures, HG Gas Group Company should effectively grasp the rapid development opportunities of the industry, give full play to its own advantages, comprehensively integrate internal and external resources, continuously enhance the core competitiveness of enterprises and improve the management level. Decentralized management risk, achieve quality, benefit and sustainable development of the company.
