基于HAZOP分析的碼頭流體裝卸工藝安全管理

【摘要】:石化碼頭流體裝卸工藝是一個(gè)人、機(jī)、環(huán)、管理相互交錯(cuò)的復(fù)雜系統(tǒng),碼頭一線工藝操作人員受教育程度低、安全素質(zhì)不高,機(jī)械設(shè)備種類繁多,運(yùn)行方式、造成傷害的類型各不相同,工人作業(yè)條件艱苦惡劣。對(duì)其流體裝卸工藝過程進(jìn)行危險(xiǎn)有害因素識(shí)別評(píng)價(jià)和控制十分有必要。本文采用HAZOP和風(fēng)險(xiǎn)矩陣方法對(duì)流體裝卸工藝過程進(jìn)行危害分析,得出系統(tǒng)的安全風(fēng)險(xiǎn)和危險(xiǎn)因素,得到危險(xiǎn)源信息數(shù)據(jù)庫(kù)。通過對(duì)比國(guó)內(nèi)外工藝安全管理相關(guān)要求、標(biāo)準(zhǔn),評(píng)價(jià)企業(yè)現(xiàn)有安全管理體系文件和管控措施,基于新辨識(shí)的危險(xiǎn)信息數(shù)據(jù)庫(kù)完善已有文件和流程,開發(fā)新的管控工具。最后基于計(jì)算機(jī)和網(wǎng)絡(luò)技術(shù)開發(fā)石化碼頭流體裝卸工藝安全管理系統(tǒng),集在線教育培訓(xùn)、學(xué)習(xí)考試、各種安全文件簽字在線流轉(zhuǎn)、及時(shí)更新的工藝作業(yè)票發(fā)放和各種新的管控工具在線版于一體,為石化碼頭企業(yè)工藝安全管理做出了有意義的探索和提出了信息化解決方案。本文雖然以特定的石化碼頭流體裝卸工藝為研究對(duì)象,但是工藝危害分析的選擇、安全體系文件管控工具的評(píng)審改進(jìn)、信息化工藝安全管理的思路可以在其他同行業(yè)同類型企業(yè)推廣和應(yīng)用。
[Abstract]:The fluid handling technology of petrochemical wharf is a complex system of people, machines, rings and management intertwined with each other. The wharf front-line process operators have low level of education, low safety quality, various types of machinery and equipment, and operation mode. The types of injuries caused vary, and the working conditions of the workers are harsh. It is necessary to identify, evaluate and control the hazardous factors in the fluid handling process. In this paper, HAZOP and risk matrix method are used to analyze the hazard of fluid handling process, and the safety risk and risk factors of the system are obtained, and the hazard source information database is obtained. By comparing the related requirements and standards of process safety management at home and abroad, evaluating the existing safety management system documents and management measures of enterprises, perfecting the existing documents and processes based on the newly identified hazard information database, developing new management and control tools. Finally, based on computer and network technology, the petrochemical terminal fluid handling process safety management system is developed, which includes online education and training, study and examination, and all kinds of security documents signed online. The timely updating of process work tickets and the online version of various new management and control tools have made a meaningful exploration for the process safety management of petrochemical wharf enterprises and put forward information solutions. In this paper, although the specific petrochemical wharf fluid handling process as the research object, but the selection of process hazard analysis, safety system document control tools review and improvement, The idea of information technology safety management can be popularized and applied in the same type of enterprises in the same industry.
