【摘要】：石油作為一種重要的能源,與社會(huì)經(jīng)濟(jì)發(fā)展息息相關(guān),對(duì)一個(gè)國(guó)家的政治的穩(wěn)定和國(guó)家的安全有著重要的現(xiàn)實(shí)意義。油氣管道被譽(yù)為國(guó)民經(jīng)濟(jì)的生命線,是油氣資源安全、經(jīng)濟(jì)和環(huán)保的運(yùn)輸方式。據(jù)統(tǒng)計(jì),全球陸上的70%石油和99%的天然氣依靠管道運(yùn)輸。目前,我國(guó)油氣管道總里程已經(jīng)超過10萬公里,其中原油管道2.6萬公里,油氣管道運(yùn)輸已經(jīng)成為我國(guó)第五大運(yùn)輸行業(yè)。在項(xiàng)目管理中項(xiàng)目后評(píng)估發(fā)揮著重要作用,通過對(duì)整個(gè)項(xiàng)目執(zhí)行過程、現(xiàn)實(shí)效果和影響進(jìn)行全面、客觀的分析,能夠查找出完成后的項(xiàng)目與最初立項(xiàng)決策和設(shè)計(jì)要求的差距,評(píng)估項(xiàng)目的實(shí)現(xiàn)程度,更為重要的是通過總結(jié)項(xiàng)目實(shí)施過程的經(jīng)驗(yàn)和教訓(xùn),可以為擬建項(xiàng)目、調(diào)整在建項(xiàng)目提出建議,達(dá)到提高投資效益的目的。本論文以A原油管道建設(shè)項(xiàng)目為例,通過采用對(duì)比分析法、成功度評(píng)價(jià)法等方法,從項(xiàng)目的目標(biāo)、過程、經(jīng)濟(jì)效益、影響與可持續(xù)性等方面進(jìn)行后評(píng)估分析,總結(jié)經(jīng)驗(yàn)、教訓(xùn),提出改進(jìn)措施。希望借此能為原油管道建設(shè)項(xiàng)目科學(xué)化決策提夠參考,彌補(bǔ)擬建項(xiàng)目從決策到實(shí)施完成整個(gè)過程中的缺陷,改進(jìn)原油管道建設(shè)項(xiàng)目管理和提高建設(shè)工程效益。
[Abstract]:As an important energy source, petroleum is closely related to the development of social economy and has important practical significance for the political stability and national security of a country. Oil and gas pipeline is regarded as the lifeline of national economy, and it is a safe, economical and environmental transportation mode of oil and gas resources. According to statistics, 70% of the world's onshore oil and 99% of natural gas depends on pipeline transportation. At present, the total mileage of oil and gas pipeline in China has exceeded 100000 km, among which the crude oil pipeline is 26000 km, so oil and gas pipeline transportation has become the fifth largest transportation industry in China. Post-project evaluation plays an important role in project management. Through comprehensive and objective analysis of the whole project implementation process, realistic effect and impact, we can find out the gap between the completed project and the original project decision and design requirements. It is more important to evaluate the degree of realization of the project by summing up the experience and lessons of the implementation process of the project, so as to put forward some suggestions for the proposed project and adjust the project under construction, so as to achieve the purpose of improving the investment benefit. This paper takes the A crude oil pipeline construction project as an example, through adopting the comparative analysis method, the success degree evaluation method and so on, carries on the post-evaluation analysis from the project goal, the process, the economic benefit, the influence and the sustainability and so on aspect and so on, summarizes the experience, the lesson, etc. Put forward improvement measures. It is hoped that this method can be used as a reference for scientific decision making of crude oil pipeline construction projects, make up for the defects in the whole process from decision making to implementation, improve the management of crude oil pipeline construction projects and increase the efficiency of construction projects.
