【摘要】:大慶天然氣分公司作為主要生產(chǎn)天然氣和輕烴的企業(yè),產(chǎn)品用于合成氨、甲醇和乙烯的生產(chǎn),部分天然氣用于工業(yè)發(fā)電、民用燃料和車(chē)用燃料等,在生產(chǎn)和儲(chǔ)運(yùn)過(guò)程中,伴有易燃易爆、隨時(shí)停機(jī)、管道泄露等狀況,在這樣的高溫高壓高運(yùn)轉(zhuǎn)企業(yè),對(duì)這些突發(fā)狀況的處理愈發(fā)顯得重要,而做好應(yīng)急物資的管理對(duì)企業(yè)發(fā)展和降本增效都具有重要意義。本文在結(jié)合應(yīng)急物資管理理論和國(guó)內(nèi)外應(yīng)急物資管理各項(xiàng)研究成果的基礎(chǔ)上,對(duì)天然氣應(yīng)急物資管理進(jìn)行了優(yōu)化研究。本文分為五部分:第1章研究了近幾年的學(xué)術(shù)文獻(xiàn),對(duì)國(guó)內(nèi)外應(yīng)急物資管理方法和最新動(dòng)向進(jìn)行了闡述,對(duì)比優(yōu)點(diǎn)及不足,梳理本文的研究?jī)?nèi)容及思路;第2章介紹應(yīng)急物資管理的基本理論,了解了應(yīng)急物資管理的重要性和目標(biāo),并將應(yīng)急物資與普通物資分別管理,確定了本文優(yōu)化天然氣分公司應(yīng)急物資管理的內(nèi)容;第3章運(yùn)用文獻(xiàn)研究、定性分析和案例分析等方法對(duì)天然氣分公司的應(yīng)急物資管理現(xiàn)狀進(jìn)行針對(duì)性分析,確立了采購(gòu)、儲(chǔ)備、調(diào)配、倉(cāng)儲(chǔ)和使用五個(gè)方面的主要優(yōu)化內(nèi)容,并提出公司應(yīng)急物資管理中存在的問(wèn)題及問(wèn)題可能帶來(lái)的后果;第4章對(duì)天然氣分公司應(yīng)急物資管理存在的問(wèn)題進(jìn)行分析,得出問(wèn)題的原因并進(jìn)行優(yōu)化研究,根據(jù)應(yīng)急物資管理的五方面內(nèi)容,提出采購(gòu)——庫(kù)存一體化管理、建立應(yīng)急采購(gòu)平臺(tái)、成立專(zhuān)業(yè)配送隊(duì)伍、建立應(yīng)急倉(cāng)儲(chǔ)管理系統(tǒng)和建立應(yīng)急物資使用監(jiān)控系統(tǒng)五個(gè)優(yōu)化研究,并指出優(yōu)化的必要性;第5章針對(duì)應(yīng)急物資管理的優(yōu)化研究,提出了為順利實(shí)施管理優(yōu)化所需提供的保障措施,包括系統(tǒng)保障、技術(shù)保障、人員保障等,為本文的優(yōu)化研究提供保證。
[Abstract]:Daqing Natural Gas Branch Company, as a major producer of natural gas and light hydrocarbons, is used in the production of synthetic ammonia, methanol and ethylene, and some natural gas is used in industrial power generation, civil fuel and automotive fuel, etc., in the process of production, storage and transportation, Accompanied by flammable and explosive, shutdown at any time, pipeline leakage and so on, in such high temperature and high pressure operation enterprises, the handling of these emergencies becomes more and more important. The management of emergency materials is of great significance to the development of enterprises and efficiency reduction. Based on the theory of emergency material management and the research results of emergency material management at home and abroad, this paper studies the optimization of natural gas emergency material management. This paper is divided into five parts: the first chapter studies the academic literature in recent years, describes the methods and the latest trends of emergency materials management at home and abroad, compares the advantages and disadvantages, and combs the research contents and ideas of this paper; Chapter 2 introduces the basic theory of emergency material management, understands the importance and goal of emergency material management, and separately manages emergency material and general material, determines the content of optimizing the emergency material management of natural gas branch. Chapter 3 uses the methods of literature research, qualitative analysis and case analysis to analyze the current situation of emergency materials management in natural gas branch, and establishes the main optimization contents in five aspects: purchase, reserve, deployment, storage and use. In chapter 4, the problems in the management of emergency materials in natural gas company are analyzed, the causes of the problems are obtained and the optimization research is carried out. According to the five aspects of emergency material management, this paper puts forward five optimization studies on the integrated management of procurement-inventory, the establishment of emergency purchasing platform, the establishment of professional distribution team, the establishment of emergency warehousing management system and the establishment of emergency material use monitoring system. In chapter 5, aiming at the optimization research of emergency material management, the author puts forward the guarantee measures for the smooth implementation of management optimization, including system support, technical support, personnel security, etc. It provides the guarantee for the optimization research of this paper.
