【摘要】：我國經(jīng)濟(jì)的快速發(fā)展,石油、天然氣的廣泛應(yīng)用以及管道運(yùn)輸技術(shù)的成熟,都促使了管道成為輸送油氣資源的主要方式,在國民經(jīng)濟(jì)和居民生活中占有重要地位。近年來,由于受到腐蝕、占?jí)骸⑼饬p害、自然災(zāi)害及操作不當(dāng)?shù)纫蛩氐挠绊?我國油氣管道突發(fā)事件多發(fā)頻發(fā)。油氣管道突發(fā)事件發(fā)生后,及時(shí)高效的應(yīng)急管理工作對(duì)于減少人員傷亡和財(cái)產(chǎn)損失、減輕環(huán)境污染具有良好的促進(jìn)作用。然而,若要完善油氣管道企業(yè)應(yīng)急管理工作,基礎(chǔ)工作就是對(duì)當(dāng)前油氣管道企業(yè)的應(yīng)急管理能力進(jìn)行評(píng)價(jià),從而了解當(dāng)前油氣管道企業(yè)的應(yīng)急管理能力水平以及在應(yīng)急管理能力方面存在的優(yōu)勢(shì)與不足,然后對(duì)不足之處加以改進(jìn),以推動(dòng)油氣管道企業(yè)的應(yīng)急管理能力建設(shè),使之滿足應(yīng)急需求。因此,構(gòu)建一套科學(xué)全面、可操作性與實(shí)用性兼具的評(píng)價(jià)指標(biāo)體系和選擇恰當(dāng)有效的評(píng)價(jià)方法對(duì)于準(zhǔn)確評(píng)價(jià)油氣管道企業(yè)的應(yīng)急管理能力具有重要意義。 本文以“油氣管道企業(yè)”為評(píng)價(jià)對(duì)象,具體對(duì)油氣管道企業(yè)應(yīng)對(duì)長(zhǎng)輸油氣管道突發(fā)事件的應(yīng)急管理能力進(jìn)行評(píng)價(jià)。首先,以相關(guān)理論為基礎(chǔ),具體分析了長(zhǎng)輸油氣管道突發(fā)事件的發(fā)生原因、類型、特征與演化過程；其次,簡(jiǎn)要分析了兩起典型事故的應(yīng)急管理過程；再次,在前文研究的基礎(chǔ)上,通過大量閱讀和實(shí)地調(diào)研,本文采用德爾菲法構(gòu)建了一個(gè)三級(jí)評(píng)價(jià)指標(biāo)體系,并運(yùn)用層次分析法確定權(quán)重；最后,以管道S輸油分公司為例,運(yùn)用灰色層次綜合評(píng)價(jià)法對(duì)其進(jìn)行綜合評(píng)價(jià),得出的評(píng)價(jià)結(jié)果與企業(yè)實(shí)際情況基本一致,驗(yàn)證了本文所構(gòu)建的評(píng)價(jià)指標(biāo)體系具有實(shí)用性。通過分析評(píng)價(jià)結(jié)果,明確了該公司應(yīng)急管理工作的突出與薄弱環(huán)節(jié),針對(duì)薄弱環(huán)節(jié),本文分別從國家政府與企業(yè)自身兩個(gè)層面提出了有針對(duì)性的對(duì)策建議。
[Abstract]:With the rapid development of economy, the wide application of oil and gas and the maturity of pipeline transportation technology, pipeline becomes the main way to transport oil and gas resources, and plays an important role in the national economy and residents' life. In recent years, due to corrosion, pressure, external force damage, natural disasters and improper operation and other factors, oil and gas pipeline emergencies frequently occur in China. After the oil and gas pipeline emergencies happen, timely and efficient emergency management can reduce casualties and property losses and reduce environmental pollution. However, in order to improve the emergency management of oil and gas pipeline enterprises, the basic work is to evaluate the emergency management capability of oil and gas pipeline enterprises. In order to understand the current level of oil and gas pipeline enterprises emergency management ability and the advantages and disadvantages in emergency management capacity, and then to improve the deficiencies, in order to promote the construction of oil and gas pipeline enterprises emergency management capacity, Make it meet emergency needs. Therefore, it is of great significance to establish a scientific, comprehensive, operable and practical evaluation index system and to select an appropriate and effective evaluation method for accurately evaluating the emergency management capability of oil and gas pipeline enterprises. Taking the "oil and gas pipeline enterprise" as the evaluation object, this paper evaluates the emergency management ability of the oil and gas pipeline enterprise to deal with the unexpected events of the long oil and gas pipeline. Firstly, based on the relevant theories, the causes, types, characteristics and evolution process of the sudden events in long oil and gas pipeline are analyzed concretely. Secondly, the emergency management process of two typical accidents is briefly analyzed. Thirdly, On the basis of the previous research, through a lot of reading and field investigation, this paper uses Delphi method to construct a three-level evaluation index system, and uses AHP to determine the weight. Finally, taking the pipeline S oil transportation branch as an example, The grey level comprehensive evaluation method is used to evaluate it, and the evaluation results are basically consistent with the actual situation of the enterprise, which verifies the practicability of the evaluation index system constructed in this paper. By analyzing the evaluation results, this paper clarifies the outstanding and weak links of the company's emergency management, and puts forward corresponding countermeasures and suggestions from the two aspects of the national government and the enterprises themselves.
