基于層次分析法的海上油氣田節(jié)能評(píng)價(jià)體系研究

【摘要】:隨著“十二五”期間對(duì)高能耗企業(yè)節(jié)能降耗和減少污染物排放的要求日益提高,國(guó)家對(duì)于能源管理和環(huán)境保護(hù)愈發(fā)重視,節(jié)能減排、低碳環(huán)保、可持續(xù)發(fā)展也已成為全社會(huì)關(guān)注的問(wèn)題。為了加快資源節(jié)約型社會(huì)建設(shè)步伐,我國(guó)陸續(xù)出臺(tái)多項(xiàng)法令和措施來(lái)控制能源消費(fèi)總量,以確保實(shí)現(xiàn)規(guī)劃目標(biāo)。其中節(jié)能評(píng)價(jià)作為重要手段被賦予更多使命,其重要性也被不斷提高。隨著節(jié)能評(píng)價(jià)的深入開(kāi)展,各種合理化建議不斷提出,同時(shí)也對(duì)這項(xiàng)工作提出更高要求。因此本文以海上油氣田開(kāi)發(fā)項(xiàng)目節(jié)能評(píng)價(jià)報(bào)告作為研究對(duì)象,根據(jù)其評(píng)價(jià)指標(biāo)多、關(guān)系復(fù)雜的特點(diǎn),嘗試用層次分析法對(duì)其進(jìn)行綜合評(píng)價(jià),探尋更為合理可行的評(píng)價(jià)方法。本課題將通過(guò)概括節(jié)能評(píng)價(jià)的工作及研究現(xiàn)狀,引出以層次分析法來(lái)構(gòu)建海上油氣田開(kāi)發(fā)項(xiàng)目能評(píng)體系的重要性和合理性。本文重點(diǎn)在于闡述如何以層次分析法來(lái)設(shè)計(jì)能評(píng)結(jié)構(gòu)模型,并以中海石油南海某氣田群開(kāi)發(fā)項(xiàng)目能評(píng)報(bào)告做案例分析,以求得評(píng)價(jià)結(jié)果客觀、準(zhǔn)確、有說(shuō)服力,并且具有較為簡(jiǎn)單易行的操作特點(diǎn),為將現(xiàn)代綜合評(píng)價(jià)方法應(yīng)用于海上油氣田開(kāi)發(fā)項(xiàng)目能評(píng)體系發(fā)展和優(yōu)化做出有益的嘗試。
[Abstract]:With the increasing demand for energy saving and reducing pollutant emissions in high-energy consumption enterprises during the 12th Five-Year Plan period, the state has paid more and more attention to energy management and environmental protection, energy conservation and emission reduction, low-carbon environmental protection, Sustainable development has also become a concern of the whole society. In order to speed up the construction of resource-conserving society, China has issued a number of laws and measures to control the total amount of energy consumption in order to ensure the realization of the planning goal. Energy-saving evaluation as an important means has been given more missions, its importance has been continuously improved. With the further development of energy conservation evaluation, various rationalization proposals are put forward and higher requirements are put forward for this work. Therefore, this paper takes the energy conservation evaluation report of offshore oil and gas field development project as the research object, according to its evaluation index is many, the relation is complex, attempts to use the analytic hierarchy process to carry on the comprehensive appraisal to it, explores the more reasonable feasible appraisal method. In this paper, the importance and reasonableness of constructing the evaluation system of offshore oil and gas field development project by AHP will be drawn by summarizing the work and research status of energy conservation evaluation. The emphasis of this paper is to explain how to design the assessment structure model by analytic hierarchy process (AHP), and to make case analysis of a development project of a gas field group in the South China Sea of CNOOC, in order to obtain objective, accurate and persuasive evaluation results. It also has the characteristics of simple and easy operation, which makes a beneficial attempt to apply the modern comprehensive evaluation method to the development and optimization of the evaluation system for offshore oil and gas field development projects.
