【摘要】:某液化石油氣混氣站構(gòu)成了重大危險(xiǎn)源,涉及重大危險(xiǎn)源的物質(zhì)為液化石油氣、氫氣,設(shè)備設(shè)施主要為儲(chǔ)罐。通過(guò)對(duì)該重大危險(xiǎn)源危險(xiǎn)、有害因素分析,該混氣站主要危險(xiǎn)有害性有火災(zāi)、爆炸、中毒、腐蝕等,一旦事故發(fā)生,危險(xiǎn)性是不可忽視的。根據(jù)《中華人民共和國(guó)安全生產(chǎn)法》中“生產(chǎn)經(jīng)營(yíng)單位對(duì)重大危險(xiǎn)源應(yīng)當(dāng)?shù)怯浗n,進(jìn)行定期檢測(cè)、評(píng)估、監(jiān)控,并制定應(yīng)急預(yù)案,告知從業(yè)人員和相關(guān)人員在緊急情況下應(yīng)當(dāng)采取的應(yīng)急措施”的規(guī)定以及《危險(xiǎn)化學(xué)品安全管理?xiàng)l例》等法律法規(guī)以及地方安全監(jiān)督部門的有關(guān)規(guī)定,應(yīng)對(duì)該混氣站進(jìn)行安全專項(xiàng)評(píng)價(jià)。針對(duì)該混氣站的液化石油氣儲(chǔ)存單元,選擇該站中危險(xiǎn)性最大的液化石油氣儲(chǔ)罐作為評(píng)價(jià)對(duì)象,采用易燃、易爆、有毒重大危險(xiǎn)源評(píng)價(jià)法,綜合考慮物質(zhì)的固有危險(xiǎn)性和危險(xiǎn)性抵消因子,計(jì)算出該儲(chǔ)罐的現(xiàn)實(shí)危險(xiǎn)性。結(jié)果表明:現(xiàn)實(shí)危險(xiǎn)性A值是固有危險(xiǎn)性B1值的0.325%,該混氣站的控制能力和危險(xiǎn)等級(jí)是相匹配的。安全評(píng)價(jià)結(jié)果表明該混氣站為三級(jí)重大危險(xiǎn)源,但該區(qū)域基本條件良好,安全管理機(jī)構(gòu)和管理制度較完善,設(shè)備設(shè)施經(jīng)檢驗(yàn)符合安全要求。雖然液化石油氣爆炸事故的概率非常小,但一旦發(fā)生爆炸事故后果是非常嚴(yán)重的,因此該站的安全裝備和安全管理至關(guān)重要。針對(duì)安全評(píng)價(jià)過(guò)程中發(fā)現(xiàn)的安全隱患等問(wèn)題,提出了相應(yīng)的安全對(duì)策措施,主要有安全管理對(duì)策措施、壓力容器及壓力管道主要安全對(duì)策措施、消防對(duì)策措施等,以達(dá)到長(zhǎng)期安全、穩(wěn)定運(yùn)行的要求。
[Abstract]:A liquefied petroleum gas (LPG) mixing station constitutes a major hazard source. The major hazardous source is liquefied petroleum gas (LPG), hydrogen gas, and the equipment and facilities are mainly storage tanks. Based on the analysis of the major hazard and harmful factors, the main hazards of the gas mixing station are fire, explosion, poisoning, corrosion and so on. Once the accident occurs, the danger can not be ignored. According to the "production Safety in production Safety Law of the people's Republic of China", production and business operation units shall register and file major hazardous sources, conduct regular inspection, assessment, monitoring, and formulate emergency plans, Informing practitioners and relevant personnel of the emergency measures to be taken in emergency situations, as well as the provisions of laws and regulations such as the regulations on the Safety Management of Hazardous Chemicals and the relevant provisions of local safety supervision departments, The safety evaluation of the gas mixing station should be carried out. In view of the LPG storage unit of the gas mixing station, the most dangerous LPG storage tank in the station is selected as the object of evaluation, and the method of evaluation of flammable, explosive and toxic major hazard sources is adopted. Considering the inherent danger and the risk offsetting factor, the practical danger of the tank is calculated. The results show that the actual danger A value is 0.325% of the inherent danger B1 value, and the control ability and the danger grade of the gas mixing station are matched. The result of safety evaluation shows that the gas mixing station is a major danger source in the third grade, but the basic conditions in this area are good, the safety management organization and management system are relatively perfect, and the equipment and facilities meet the safety requirements. Although the probability of LPG explosion accident is very small, once the explosion accident happens, the consequence is very serious, so the safety equipment and safety management of the station is very important. In view of the safety hidden trouble found in the process of safety evaluation, the corresponding safety countermeasures are put forward, such as safety management countermeasures, main safety countermeasures for pressure vessels and pressure pipes, fire prevention countermeasures, etc. In order to achieve long-term safety, stable operation requirements.
