【摘要】:隨著我國(guó)市場(chǎng)經(jīng)濟(jì)體制的確立與完善,在施工項(xiàng)目中采用招投標(biāo)來(lái)實(shí)現(xiàn)項(xiàng)目的承包與物料供應(yīng)已經(jīng)成為主要的形式,而招投標(biāo)作為當(dāng)前世界各國(guó)通用的項(xiàng)目承發(fā)包的形式,通過(guò)實(shí)踐證明招投標(biāo)是施工項(xiàng)目順利實(shí)施與開(kāi)展的有效手段。當(dāng)前國(guó)內(nèi)的施工項(xiàng)目招投標(biāo)制度已經(jīng)初步確立,同時(shí)已經(jīng)成為國(guó)內(nèi)市場(chǎng)經(jīng)濟(jì)發(fā)展的重要促進(jìn)因素和資源調(diào)節(jié)手段與方式,有利于國(guó)內(nèi)市場(chǎng)經(jīng)濟(jì)體制以及投資體制改革的不斷推進(jìn)與完善,也是國(guó)內(nèi)施工項(xiàng)目管理領(lǐng)域中的重要發(fā)展方向。 在招投標(biāo)工作中包含了招標(biāo)和投標(biāo)兩個(gè)過(guò)程,二者之間是相互依存相互促進(jìn)的關(guān)系,招投標(biāo)具有公平公正公開(kāi)與擇優(yōu)性等特征,對(duì)于促進(jìn)國(guó)內(nèi)施工項(xiàng)目管理質(zhì)量,規(guī)避經(jīng)濟(jì)腐敗等都有著重要意義。但是由于國(guó)內(nèi)的油庫(kù)施工領(lǐng)域招投標(biāo)的發(fā)展還不太成熟,貼別是在國(guó)內(nèi)的市場(chǎng)經(jīng)濟(jì)體制中還存在諸多需要改善與完善之處,導(dǎo)致油庫(kù)項(xiàng)目招投標(biāo)規(guī)范化管理的程度還有待加強(qiáng)與完善。 本文通過(guò)對(duì)成都A油庫(kù)施工項(xiàng)目的招投標(biāo)規(guī)范化管理進(jìn)行了研究分析,探討了如何提高成都A油庫(kù)施工項(xiàng)目招投標(biāo)規(guī)范化管理的問(wèn)題。本文首先對(duì)招投標(biāo)規(guī)范化管理中涉及到的相關(guān)基礎(chǔ)理論進(jìn)行了整理分析,包括招投標(biāo)的基本概念體系、理論基礎(chǔ)以及招投標(biāo)規(guī)范化在國(guó)內(nèi)的發(fā)展現(xiàn)狀和存在的問(wèn)題,在此基礎(chǔ)上以成都A油庫(kù)施工項(xiàng)目為研究對(duì)象對(duì)其項(xiàng)目招投標(biāo)工作中存在的問(wèn)題進(jìn)行探討,隨后從招投標(biāo)管理工作的基本目標(biāo)、遵循的原則、組織機(jī)構(gòu)建立、職責(zé)分配以及工作流程設(shè)計(jì)等方面對(duì)成都A油庫(kù)施工工程的項(xiàng)目招投標(biāo)規(guī)范化管理進(jìn)行了設(shè)計(jì),同時(shí)還從多個(gè)角度對(duì)項(xiàng)目招投標(biāo)規(guī)范化管理體系的落實(shí)進(jìn)行了探討,并從加強(qiáng)組織領(lǐng)導(dǎo)、重視制度性約束、加強(qiáng)人力資源隊(duì)伍建設(shè)以及完善員工獎(jiǎng)懲機(jī)制等方面給出了對(duì)應(yīng)的保障措施建議。
[Abstract]:With the establishment and perfection of market economy system in our country, bidding has become the main form of project contracting and material supply in construction projects. It is proved by practice that bidding is an effective means for the smooth implementation and development of construction projects. At present, the domestic bidding system for construction projects has been preliminarily established, and at the same time it has become an important promoting factor for the development of the domestic market economy, as well as a means and means of regulating resources. It is beneficial to the continuous promotion and perfection of the reform of the domestic market economic system and the investment system, and is also an important development direction in the field of domestic construction project management. The bidding work includes two processes: bidding and bidding, which are interdependent and mutually reinforcing. Bidding has the characteristics of fairness, openness and preference, which can promote the quality of domestic construction project management. It is of great significance to avoid economic corruption. However, due to the immature development of bidding in the field of oil depot construction in China, there are still many areas that need to be improved and perfected in the domestic market economic system. The degree of standardized management of bidding for oil depot projects needs to be strengthened and perfected. Based on the research and analysis of the standardized management of bidding for construction projects of Chengdu A oil depot, this paper discusses how to improve the standardized management of bidding for construction projects of Chengdu A oil depot. In this paper, the basic theories involved in the standardized management of bidding are analyzed, including the basic concept system of bidding, the theoretical basis, the current situation and problems of the standardization of bidding in China. On this basis, taking the construction project of Chengdu A oil depot as the research object, the problems existing in the bidding work of Chengdu A oil depot are discussed. Then, from the basic objectives of bidding management, the principles to be followed, the organization and organization are established. This paper designs the standardized management of project bidding and bidding in Chengdu A Oil Depot from the aspects of responsibility assignment and workflow design. At the same time, it discusses the implementation of the standardized management system of project bidding and bidding from several angles. Some suggestions are given from the following aspects: strengthening organizational leadership, attaching importance to institutional constraints, strengthening the construction of human resources team and perfecting the mechanism of staff rewards and punishments.
