【摘要】：華北油田是中國(guó)東部地區(qū)一個(gè)重要的石油、天然氣生產(chǎn)基地,國(guó)有特大型石油生產(chǎn)企業(yè)。近年來,隨著油田產(chǎn)量遞減,后備儲(chǔ)量嚴(yán)重不足以及國(guó)內(nèi)外石油市場(chǎng)競(jìng)爭(zhēng)日益激烈,華北油田面臨著生存和發(fā)展的巨大壓力和挑戰(zhàn),華北油田如何走出困境、實(shí)現(xiàn)持續(xù)有效發(fā)展,華北油田的發(fā)展戰(zhàn)略值得深入研究探討。本文運(yùn)用戰(zhàn)略管理相關(guān)理論,采用SWOT分析法作為主要研究分析工具,通過研究國(guó)際、國(guó)內(nèi)石油行業(yè)發(fā)展現(xiàn)狀和發(fā)展形勢(shì),結(jié)合國(guó)際、國(guó)內(nèi)宏觀政治經(jīng)濟(jì)環(huán)境,分析了華北油田外部環(huán)境對(duì)企業(yè)發(fā)展的影響,總結(jié)了華北油田所面臨的外部機(jī)遇和威脅,并運(yùn)用外部因素評(píng)價(jià)矩陣(EFE矩陣)對(duì)華北油田發(fā)展的外部環(huán)境做出了綜合評(píng)價(jià);通過對(duì)華北油田資源、能力等發(fā)展現(xiàn)狀進(jìn)行系統(tǒng)分析,剖析了華北油田的內(nèi)部?jī)?yōu)勢(shì)和劣勢(shì),總結(jié)了影響華北油田發(fā)展的關(guān)鍵內(nèi)部因素,并運(yùn)用內(nèi)部因素評(píng)價(jià)矩陣(IFE矩陣)對(duì)華北油田發(fā)展的內(nèi)部環(huán)境做出綜合評(píng)價(jià)。根據(jù)SWOT矩陣組合戰(zhàn)略分析,提出了華北油田可采用的四個(gè)備選戰(zhàn)略組合方案,利用戰(zhàn)略選擇模型進(jìn)行了戰(zhàn)略方案的選擇,確定了華北油田在日益激烈的國(guó)內(nèi)國(guó)際市場(chǎng)環(huán)境中最佳的戰(zhàn)略組合為SO戰(zhàn)略組合,總體上采取增長(zhǎng)型發(fā)展戰(zhàn)略為主,多元化和防御型戰(zhàn)略為輔的組合戰(zhàn)略。即建立常規(guī)油氣勘探開發(fā)為主,非常規(guī)油氣及新能源協(xié)調(diào)發(fā)展,經(jīng)濟(jì)總量穩(wěn)步提升,業(yè)務(wù)結(jié)構(gòu)更加合理,業(yè)務(wù)鏈較為完善,三大業(yè)務(wù)板塊統(tǒng)籌協(xié)調(diào)、整體運(yùn)作的跨地區(qū)經(jīng)營(yíng)企業(yè)。在此基礎(chǔ)上,制定了華北油田的戰(zhàn)略思想、戰(zhàn)略目標(biāo),明確了戰(zhàn)略重點(diǎn),并確定了三層業(yè)務(wù)發(fā)展戰(zhàn)略,最后就華北油田的戰(zhàn)略實(shí)施與管理提出了有建設(shè)性的措施和建議。
[Abstract]:North China oil field is an important oil, natural gas production base and state-owned large oil production enterprise in the eastern part of China. In recent years, with the decline of oil production, serious shortage of reserve reserves and fierce competition between domestic and foreign oil market, North China oil field is facing great pressure and challenge for survival and development, how to go in North China oil field The development strategy of North China oil field is worthy of further study. This paper uses the theory of strategic management and SWOT analysis as the main analysis tool, through the study of international, domestic oil industry development status and development situation, the international, domestic macro political and economic environment, the analysis of North China The external environment of the oil field affects the development of the enterprise, summarizes the external opportunities and threats facing north China oil field, and makes a comprehensive evaluation on the external environment of the development of North China oil field by using the external factor evaluation matrix (EFE matrix). Through the systematic analysis of the development status of the North China oil field resources, capacity and so on, the interior of the North China oil field is analyzed. The key internal factors that affect the development of North China oil field are summarized, and the internal factor evaluation matrix (IFE matrix) is used to make a comprehensive evaluation on the internal environment of the development of North China oil field. According to the combination strategy of SWOT matrix, four alternative strategic combination schemes for North China oil field are put forward, and the strategic selection model is used. The choice of the strategic plan is to determine the best strategic combination of the North China oil field in the increasingly fierce domestic and international market environment, which is the combination of the SO strategy and the combination strategy supplemented by the growth strategy, the diversification and the defense strategy. That is, the establishment of the conventional oil and gas exploration and development, the unconventional oil and gas and the new energy coordination. On the basis of this, the strategic thought of the North China oil field, the strategic target, the strategic focus and the strategy of three layers of business development have been determined, and the strategy of the three layers of business development has been determined, and the strategy of the North China oil field is finally made. Finally, the strategy of the North China oil field is made. Constructive measures and suggestions were put forward for implementation and management.
