【摘要】：天然氣作為一種清潔能源,以其高效、低碳的明顯優(yōu)勢(shì),成為國(guó)內(nèi)最具可實(shí)現(xiàn)性的大規(guī)模清潔替代能源,以氣代煤是優(yōu)化國(guó)內(nèi)能源結(jié)構(gòu)的最佳途徑。陜西省擁有豐富的天然氣資源,目前已形成了縱貫?zāi)媳�、延伸關(guān)中東西兩側(cè)、覆蓋全省11個(gè)市(區(qū))的輸氣干線網(wǎng)絡(luò),區(qū)域內(nèi)的天然氣消費(fèi)業(yè)已呈現(xiàn)迅猛增長(zhǎng)趨勢(shì)。社會(huì)發(fā)展對(duì)天然氣供給的依賴度逐漸增大,天然氣輸配安全對(duì)陜西省社會(huì)的平穩(wěn)、持續(xù)發(fā)展意義重大。近年來全國(guó)能源行業(yè)屢屢發(fā)生重大安全生產(chǎn)事故,造成了人員傷亡和巨大的經(jīng)濟(jì)損失,這使人不由得對(duì)能源安全憂心忡忡。如何在保障用氣供給的前提下,通過科學(xué)、有效的運(yùn)行管理,實(shí)現(xiàn)天然氣管道輸配運(yùn)營(yíng)安全;如何保證管網(wǎng)天然氣泄漏事故得到妥善的處理,防止出現(xiàn)重大惡性事故,都是在天然氣輸配工作中必須首要考慮的問題。圍繞這些問題,本文在系統(tǒng)闡述天然氣基本知識(shí)、相關(guān)法律法規(guī)和安全管理知識(shí)的基礎(chǔ)上,通過事故案例回顧,分析事故起因,查找事故根源;以事故預(yù)防為指導(dǎo)思想,從天然氣輸配企業(yè)角度,對(duì)天然氣輸配各個(gè)環(huán)節(jié)危險(xiǎn)源及其潛在風(fēng)險(xiǎn)進(jìn)行辨識(shí)、分析和評(píng)價(jià),構(gòu)建適合陜西省的天然氣輸配安全管理體系。并在風(fēng)險(xiǎn)控制的基礎(chǔ)上,建立天然氣輸配應(yīng)急體系,以有效減少天然氣泄漏事故發(fā)生后所造成的危害,降低其二次損害,并建立陜西省內(nèi)應(yīng)急供氣體系,以應(yīng)對(duì)天然氣管網(wǎng)事故和冬季供暖期的用氣峰谷差,切實(shí)保證省內(nèi)用戶的用氣安全,維持省內(nèi)經(jīng)濟(jì)建設(shè)的穩(wěn)定發(fā)展。本文的研究對(duì)陜西天然氣輸配安全管理及其他省市天然氣輸配安全管理有一定的借鑒作用。
[Abstract]:As a kind of clean energy, natural gas, with its obvious advantages of high efficiency and low carbon, has become the most realizable large-scale clean alternative energy in China. Replacing coal with gas is the best way to optimize the domestic energy structure.Shaanxi Province is rich in natural gas resources and has formed a gas transmission trunk network extending from east to west in Guanzhong and covering 11 cities (districts) of the province. The natural gas consumption in the region has been increasing rapidly.The dependence of social development on natural gas supply is gradually increasing, and the safety of natural gas transmission and distribution is of great significance to the social stability and sustainable development of Shaanxi Province.In recent years, the energy industry in China has suffered a lot of accidents in production safety, resulting in casualties and huge economic losses, which makes people worry about energy security.Under the premise of ensuring gas supply, how to realize the safety of natural gas pipeline transportation and distribution operation through scientific and effective operation management, how to ensure that the pipeline gas leakage accident is properly handled, and how to prevent the occurrence of serious and malignant accidents,These are the most important issues to be considered in the work of natural gas transmission and distribution.On the basis of systematically expounding the basic knowledge of natural gas, relevant laws and regulations and knowledge of safety management, through reviewing the accident cases, this paper analyzes the cause of the accident, finds out the cause of the accident, and takes the accident prevention as the guiding ideology.From the point of view of natural gas transmission and distribution enterprises, this paper identifies, analyzes and evaluates the dangerous sources and their potential risks in each link of natural gas transmission and distribution, and constructs a safety management system for natural gas transmission and distribution in Shaanxi Province.On the basis of risk control, a natural gas transmission and distribution emergency system is established in order to effectively reduce the harm caused by the natural gas leakage accident, reduce the secondary damage, and establish the emergency gas supply system in Shaanxi Province.In order to deal with the accident of natural gas pipe network and the difference between peak and valley of gas consumption during heating period in winter, it can ensure the safety of gas consumption and maintain the steady development of economic construction in the province.The research in this paper can be used for reference to the safety management of natural gas transmission and distribution in Shaanxi province and other provinces and cities.
