【摘要】：保稅油業(yè)務(wù)是船舶加油業(yè)務(wù)的重要組成部分,是我國(guó)港口對(duì)國(guó)際航線船舶燃油保障補(bǔ)給能力和港口綜合服務(wù)功能的重要體現(xiàn)。進(jìn)入21世紀(jì),隨著國(guó)內(nèi)船供油市場(chǎng)的逐步放開(kāi),大批船供油企業(yè)紛紛涌現(xiàn),國(guó)內(nèi)保稅油供油市場(chǎng)格局也發(fā)生深刻變化,行業(yè)發(fā)展呈現(xiàn)出許多新特點(diǎn)。在當(dāng)前航運(yùn)業(yè)低迷船用油需求下降、市場(chǎng)競(jìng)爭(zhēng)激烈大背景下,如何進(jìn)一步推動(dòng)國(guó)內(nèi)保稅油市場(chǎng)健康發(fā)展,擴(kuò)大國(guó)際市場(chǎng)影響力,推動(dòng)規(guī)模效益的持續(xù)提升已經(jīng)引起國(guó)內(nèi)保稅油企業(yè)以及有關(guān)主管部門(mén)、港口單位越來(lái)越多的重視。中國(guó)船舶燃料有限責(zé)任公司(簡(jiǎn)稱(chēng)中國(guó)船燃,英文縮寫(xiě)CHIMBUSCO)成立于1972年,是我國(guó)成立最早、目前國(guó)內(nèi)規(guī)模最大的國(guó)有船供油企業(yè)。中國(guó)船燃一直視保稅油業(yè)務(wù)為主業(yè),從最早國(guó)家指定壟斷經(jīng)營(yíng)到完全市場(chǎng)化自主參與競(jìng)爭(zhēng),市場(chǎng)份額曾一度急劇下降。近幾年,企業(yè)通過(guò)創(chuàng)新?tīng)I(yíng)銷(xiāo)機(jī)制、完善團(tuán)隊(duì)建設(shè)等舉措,有效鞏固了國(guó)內(nèi)保稅油市場(chǎng)主體地位,但整體業(yè)務(wù)量增長(zhǎng)放緩,個(gè)別區(qū)域業(yè)務(wù)量下滑明顯,保稅業(yè)務(wù)整體盈利水平下降明顯。面對(duì)未來(lái)市場(chǎng)進(jìn)一步開(kāi)放競(jìng)爭(zhēng)更加激烈的形勢(shì),如何根據(jù)市場(chǎng)變化,充分發(fā)揮現(xiàn)有業(yè)務(wù)優(yōu)勢(shì),挖掘發(fā)展?jié)摿?進(jìn)一步增強(qiáng)保稅業(yè)務(wù)發(fā)展質(zhì)量,提升企業(yè)效率效益和市場(chǎng)競(jìng)爭(zhēng)力已經(jīng)成為中國(guó)船燃急需解決的重要問(wèn)題。本文以中國(guó)船燃為研究對(duì)象,在總結(jié)國(guó)內(nèi)保稅油業(yè)務(wù)發(fā)展現(xiàn)狀基礎(chǔ)上,對(duì)國(guó)內(nèi)市場(chǎng)競(jìng)爭(zhēng)主體、供需結(jié)構(gòu)以及發(fā)展變化趨勢(shì)進(jìn)行了分析,總結(jié)規(guī)律及可供借鑒的發(fā)展經(jīng)驗(yàn)。對(duì)保稅油供應(yīng)系統(tǒng)構(gòu)成及流程進(jìn)行了介紹,對(duì)影響中國(guó)船燃保稅油競(jìng)爭(zhēng)力有關(guān)網(wǎng)絡(luò)布局問(wèn)題現(xiàn)狀及存在不足進(jìn)行了分析,并結(jié)合企業(yè)自身實(shí)際,運(yùn)用網(wǎng)絡(luò)優(yōu)化理論,引入基于遺傳算法的模糊c-均值聚類(lèi)算法,建立模型,提出了網(wǎng)點(diǎn)布局優(yōu)化方案。同時(shí)對(duì)國(guó)內(nèi)保稅油業(yè)務(wù)優(yōu)化以及實(shí)施過(guò)程中需要注意的問(wèn)題提出了有針對(duì)性的對(duì)策建議。本文的研究有助于豐富相關(guān)部門(mén)、行業(yè)對(duì)國(guó)內(nèi)保稅油市場(chǎng)特點(diǎn)及發(fā)展趨勢(shì)的認(rèn)識(shí),對(duì)中國(guó)船燃優(yōu)化現(xiàn)有布局進(jìn)一步實(shí)現(xiàn)國(guó)內(nèi)保稅業(yè)務(wù)拓展起到一定的參考和借鑒作用。
[Abstract]:Bonded oil business is an important part of ship refueling operations, is an important manifestation of China's port of international shipping and port security fuel supply capacity of the comprehensive service function. In twenty-first Century, with the domestic ship oil market gradually opening up, a large number of enterprises have emerged boat fuel, the pattern of domestic bonded oil supply market has undergone profound changes. The development of the industry has many new features. In the current decline in shipping industry downturn in oil demand, intense market competition under the background, how to further promote the healthy development of the domestic bonded oil market, expanding the international market influence, promote sustained scale has caused the domestic bonded oil enterprises and relevant departments, the port unit more and more attention China. Ship fuel limited liability company (hereinafter referred to as Chinese burning ship, English abbreviation CHIMBUSCO) was founded in 1972, is China's oldest, At present, the state-owned enterprises of the largest oil supply ship. China burning ship has always regarded the bonded oil business industry, from the earliest designated national monopoly to fully market-oriented independent participation in the competition, the market share had dropped sharply. In recent years, the enterprise through the innovation of marketing mechanism, improve team building and other initiatives, effectively consolidate the domestic trade the oil market dominant position, but the overall volume of business growth, individual regional business volume fell significantly, the overall profitability of the bonded business declined significantly. In the future to further open up the market competition situation, how to according to market changes, and give full play to the existing business advantages, tap the development potential, to further enhance the bonded business development quality, improve enterprise efficiency fuel efficiency and market competitiveness has become urgent problems. This paper Chinese Chinese ship ship fuel as the research object, in China The basic status of the business development of bonded oil, the main competition in the domestic market, the supply and demand structure and development trend are analyzed, summarized and development experience for reference. The composition and process of bonded oil supply system is introduced, the influence of Chinese ship fuel status of bonded oil competitiveness on the network layout problem and insufficiency of analysis, and combined with the actual enterprise, using network optimization theory, introducing the model of fuzzy c- means clustering algorithm based on genetic algorithm, proposed network layout optimization scheme. At the same time, the need to pay attention to the domestic bonded oil business optimization and the problems in the process of implementing targeted countermeasures and suggestions. This study helps enrich the relevant departments, industry understanding of the characteristics of bonded oil market and development trend of domestic and China ship fuel in China to further realize the layout optimization of the existing free trade Business expansion will play a certain reference and reference.
