【摘要】：油田產(chǎn)能建設(shè)項目涉及到多個利益主體,,管理復(fù)雜、難度較高。在低油價的環(huán)境下,加強油田產(chǎn)能建設(shè)項目管理工作有利于油田企業(yè)"降本增效"戰(zhàn)略的順利實施,有利于提升石油企業(yè)的核心競爭能力,是油田企業(yè)可持續(xù)發(fā)展的重要組成部分。油田產(chǎn)能建設(shè)項目管理水平的提升是建立在對其系統(tǒng)化認識基礎(chǔ)之上的,油田企業(yè)產(chǎn)能建設(shè)項目效率的提升需要構(gòu)建起相應(yīng)的管理體系。本研究以油田產(chǎn)能建設(shè)項目"降本增效"為目標,在項目管理、全生命周期等理論基礎(chǔ)上,首先,對油田產(chǎn)能建設(shè)項目管理體系構(gòu)建的必要性進行分析,提出包括目標體系、內(nèi)容體系和運行體系三個核心部分的油田產(chǎn)能建設(shè)項目管理體系總體框架。其次,對油田產(chǎn)能建設(shè)項目管理的理念與目標、評價指標與方法進行分析,構(gòu)建起油田產(chǎn)能建設(shè)項目管理的目標體系。再次,構(gòu)建起油田產(chǎn)能建設(shè)項目管理的內(nèi)容體系,從全生命周期的角度將油田產(chǎn)能建設(shè)項目管理階段劃分成了啟動階段、實施階段和收尾階段3個階段,并對各階段的工作活動進行劃分,其中啟動階段包含項目組織結(jié)構(gòu)選擇和團隊建設(shè)、項目選擇和決策等內(nèi)容,實施階段包括項目實施進度、費用管理等內(nèi)容,收尾階段主要包括項目成果的驗收、后期總結(jié)、檔案管理以及績效考評等內(nèi)容。最后,構(gòu)建起油田產(chǎn)能建設(shè)項目管理的運行體系,通過對不同生命周期參建單位行為偏好的分析,提出了促進各參建單位努力工作、積極合作,促進項目目標高效實現(xiàn),促進管理體系有效實施的各生命周期階段激勵措施。其中啟動階段主要考慮項目參與主體間的信任問題,實施階段主要考慮參建單位的互惠與公平偏好,收尾階段主要考慮參建單位管理人員的調(diào)動問題。
