摘要:闡述了在低碳經(jīng)濟背景下新能源開發(fā)和利用應注意的若干問題,認為太陽能光伏發(fā)電和風力發(fā)電的利用過
程是低碳的,而開發(fā)制造過程則是高碳的,是需要大量化石燃料作支撐的,目前的高成本與二氧化碳等污染物的
排放之間是有正相關性的。指出新能源的開發(fā)利用不能一哄而起,企業(yè)競爭的關鍵是技術創(chuàng)新和成本的不斷降低。
提出應重視發(fā)展纖維素乙醇,其制造技術的突破是可以預期的,,相關問題的解決也相對容易。要全面看待新能源
開發(fā)利用的優(yōu)勢和存在的問題,加強研發(fā)、穩(wěn)步推進,避免重復浪費,對不同種類新能源的發(fā)展規(guī)劃要結(jié)合國情
做出科學合理的選擇。另外要特別注意對常規(guī)能源利用的節(jié)約,無論今后能源結(jié)構如何變化發(fā)展,節(jié)能應當是一
個永恒的主題。

Developing and Utilizing of the New Energy Sources Under
Low-Carbon Economy

Abstract:This thesis states some problems while developing and utilizing of the new energy source
under low-carbon economy. It points out that the process of generating electricity by solar PV and wind
power is of low-carbon, however the process of development and producing is of high-carbon and it
needs a lot of fossil fuel. At present, the relationship of the high cost and emissions of carbon dioxide is
relative. The developing and utilizing of the new energy source cannot rush into mass action; the key of
the enterprise competition is technological creation and constant reduction of cost. We should attach
importance of the development of cellulose ethanol, which breakthrough of the making technology is
prospective, and the solution of some relative problems is comparatively easy. The superiority of
developing and utilizing of the new energy source and its existing problems should be treated
completely; the research should be intensified and advanced steadily, repeated waste should be avoided,
and the development and layout of different kinds of new energy sources should also be chosen
scientifically and reasonably according to the situation of a country. In addition, we should especially
give our attention to the saving of general energy sources. However the structure of energy sources
changes or develops, energy saving will be an eternal subject.
