摘要：闡述了在低碳經(jīng)濟(jì)背景下新能源開(kāi)發(fā)和利用應(yīng)注意的若干問(wèn)題，認(rèn)為太陽(yáng)能光伏發(fā)電和風(fēng)力發(fā)電的利用過(guò)

程是低碳的，而開(kāi)發(fā)制造過(guò)程則是高碳的，是需要大量化石燃料作支撐的，目前的高成本與二氧化碳等污染物的

排放之間是有正相關(guān)性的。指出新能源的開(kāi)發(fā)利用不能一哄而起，企業(yè)競(jìng)爭(zhēng)的關(guān)鍵是技術(shù)創(chuàng)新和成本的不斷降低。

提出應(yīng)重視發(fā)展纖維素乙醇，其制造技術(shù)的突破是可以預(yù)期的，，相關(guān)問(wèn)題的解決也相對(duì)容易。要全面看待新能源

開(kāi)發(fā)利用的優(yōu)勢(shì)和存在的問(wèn)題，加強(qiáng)研發(fā)、穩(wěn)步推進(jìn)，避免重復(fù)浪費(fèi)，對(duì)不同種類新能源的發(fā)展規(guī)劃要結(jié)合國(guó)情

做出科學(xué)合理的選擇。另外要特別注意對(duì)常規(guī)能源利用的節(jié)約，無(wú)論今后能源結(jié)構(gòu)如何變化發(fā)展，節(jié)能應(yīng)當(dāng)是一

個(gè)永恒的主題。

Developing and Utilizing of the New Energy Sources Under

Low-Carbon Economy

Abstract：This thesis states some problems while developing and utilizing of the new energy source

under low-carbon economy. It points out that the process of generating electricity by solar PV and wind

power is of low-carbon, however the process of development and producing is of high-carbon and it

needs a lot of fossil fuel. At present, the relationship of the high cost and emissions of carbon dioxide is

relative. The developing and utilizing of the new energy source cannot rush into mass action; the key of

the enterprise competition is technological creation and constant reduction of cost. We should attach

importance of the development of cellulose ethanol, which breakthrough of the making technology is

prospective, and the solution of some relative problems is comparatively easy. The superiority of

developing and utilizing of the new energy source and its existing problems should be treated

completely; the research should be intensified and advanced steadily, repeated waste should be avoided,

and the development and layout of different kinds of new energy sources should also be chosen

scientifically and reasonably according to the situation of a country. In addition, we should especially

give our attention to the saving of general energy sources. However the structure of energy sources

changes or develops, energy saving will be an eternal subject.
