【摘要】:目前經(jīng)濟(jì)全球化是大勢所趨,很多國內(nèi)公司陸續(xù)到海外承擔(dān)工程項目。歐美等發(fā)達(dá)國家的工程技術(shù)公司在多年前就已經(jīng)開始開拓海外市場,在海外煉油工程設(shè)計的市場競爭中處于強(qiáng)勢主導(dǎo)地位。但中國的煉油工程設(shè)計公司也要不斷的嘗試到海外承攬工程設(shè)計任務(wù),并不斷總結(jié)成功經(jīng)驗(yàn)和失敗的教訓(xùn),以便更好的開拓海外市場。對于中亞地區(qū)的海外煉油工程項目,即具有一般海外工程項目的共性要求,也具有其地域情況復(fù)雜、與國內(nèi)技術(shù)水平和文化差異較大的特殊性,在項目運(yùn)作過程中可能會遇到很多問題,對這些問題的分析和總結(jié)是非常必要的。本文從項目管理、項目組織及海外項目運(yùn)作模式的角度出發(fā),首先論述了研究的背景和意義,并提出了研究思路與方法。其次,對國內(nèi)外相關(guān)的理論進(jìn)行了研究分析,并簡要介紹國內(nèi)該領(lǐng)域的實(shí)踐進(jìn)展情況。然后對項目運(yùn)行現(xiàn)狀進(jìn)行介紹,從本文研究的核心角度出發(fā),列出項目運(yùn)行中存在的主要問題,并結(jié)合理論研究進(jìn)行詳細(xì)分析,找出問題的本質(zhì)原因。海外項目與國內(nèi)項目相比有很多不同的特點(diǎn)和要求,不能將國內(nèi)運(yùn)作模式直接運(yùn)用于此類項目,應(yīng)結(jié)合國外先進(jìn)的項目管理經(jīng)驗(yàn),進(jìn)行充分研究改進(jìn),才能找到適用于類似項目的成功經(jīng)驗(yàn)。本文最后提出對這些問題的改進(jìn)方案,同時為確保改進(jìn)方案的有效實(shí)施,提出科學(xué)有效的保障措施。通過具體項目中發(fā)生的問題,結(jié)合系統(tǒng)透徹的理論研究與解析,總結(jié)出海外類似工程項目中科學(xué)合理的管理模式與應(yīng)用方面的成功經(jīng)驗(yàn),為國際化煉油裝置項目管理的實(shí)踐活動奠定更堅實(shí)的理論基礎(chǔ)。
[Abstract]:At present, economic globalization is the trend of the times, and many domestic companies have been undertaking engineering projects overseas. Engineering and technology companies in developed countries such as Europe and the United States have begun to open up overseas markets many years ago. In the overseas refining engineering design market competition in a strong dominant position, but China's refining engineering design companies will continue to try to undertake engineering design tasks overseas. And continue to summarize the successful experience and failure of the lessons in order to better open up the overseas market. For the Central Asian region of overseas refining projects, that is, the common requirements of the general overseas engineering projects. Also has its geographical situation complex, with the domestic technical level and the cultural difference big particularity, may encounter many problems in the project operation process. It is very necessary to analyze and summarize these problems. This paper discusses the background and significance of the research from the point of view of project management, project organization and overseas project operation mode. And put forward the research ideas and methods. Secondly, the relevant theories at home and abroad are studied and analyzed, and a brief introduction of the domestic practice progress in this field. Then the status quo of the project operation is introduced. From the core of this study, this paper lists the main problems in the project operation, and carries out a detailed analysis combined with the theoretical research. Find out the nature of the problem. Overseas projects and domestic projects have many different characteristics and requirements, can not be directly used in the domestic operation model of such projects, should be combined with foreign advanced project management experience. In order to find the successful experience of similar projects, this paper puts forward the improvement scheme of these problems, and at the same time, to ensure the effective implementation of the improvement program. Put forward scientific and effective safeguard measures. Through the specific project problems, combined with systematic and thorough theoretical research and analysis. The successful experience of scientific and reasonable management and application of similar overseas projects is summarized, which lays a more solid theoretical foundation for the practical activities of project management of international oil refining units.
