【摘要】：石油產(chǎn)業(yè)環(huán)境規(guī)制效果是指政府部門為實(shí)現(xiàn)環(huán)境保護(hù)目的,而制定的相關(guān)規(guī)制政策的實(shí)施效果。環(huán)境規(guī)制政策實(shí)施的效果如何,規(guī)制目標(biāo)是否實(shí)現(xiàn),直接影響著石油產(chǎn)業(yè)的發(fā)展和環(huán)境質(zhì)量的改善。從規(guī)制效果的檢驗(yàn)結(jié)果來看,在中國(guó)石油產(chǎn)業(yè)進(jìn)行環(huán)境規(guī)制收到了良好效果,對(duì)環(huán)境保護(hù)起到了正向作用,且較為顯著。人們的環(huán)保意識(shí)對(duì)環(huán)境規(guī)制效果也同樣起到了積極地正向作用,說明隨著人們環(huán)保意識(shí)的增強(qiáng),國(guó)家政策能夠得到更好地貫徹與實(shí)施,從而得到更好的規(guī)制效果。有中國(guó)特色的石油產(chǎn)業(yè)生態(tài)保護(hù)路徑:應(yīng)重視環(huán)境規(guī)制影響的分析,建立環(huán)境規(guī)制影響評(píng)價(jià)機(jī)制;改革規(guī)制機(jī)構(gòu)的權(quán)力制衡機(jī)制,提高規(guī)制機(jī)構(gòu)的獨(dú)立性;注意環(huán)境規(guī)制工具的選擇;進(jìn)一步提高社會(huì)公眾環(huán)保意識(shí),健全社會(huì)公眾參與環(huán)境規(guī)制的制度。
