    前言：伴隨中國(guó)經(jīng)濟(jì)的持續(xù)快速發(fā)展 ,石油短缺問(wèn)題日益成為中國(guó)能源安全的核心和國(guó)家安全問(wèn)題的一個(gè)重要方面。中國(guó)石油安全問(wèn)題不能不通過(guò)國(guó)際石油市場(chǎng)來(lái)解決 ,然而 ,當(dāng)今世界石油市場(chǎng)的發(fā)展趨勢(shì)卻使中國(guó)石油安全面臨一系列嚴(yán)峻的國(guó)際環(huán)境。為此 ,必須廣泛參與國(guó)際石油領(lǐng)域的競(jìng)爭(zhēng)與合作 ,實(shí)施維護(hù)石油安全的對(duì)外戰(zhàn)略 ,以確保中國(guó)海外石油供應(yīng)安全。
    With the sustainable and rapid development of Chinese economy,the problem of petroleum shortage is increasingly become the core of Chinese energy sources security and an important aspect of national security.
