【摘要】：油氣資源是可耗竭性資源,過度開采會(huì)損害子孫后代的利益。因此,油氣資源稅費(fèi)體系應(yīng)增加反映油氣資源耗竭補(bǔ)償?shù)亩愘M(fèi),以維護(hù)代際公平。油氣資源耗竭補(bǔ)償標(biāo)準(zhǔn)是研究油氣資源耗竭補(bǔ)償?shù)碾y點(diǎn)和重點(diǎn)。采用使用者成本法對油氣資源耗竭補(bǔ)償標(biāo)準(zhǔn)進(jìn)行研究,折現(xiàn)率和開采年限是兩個(gè)重要參數(shù)。折現(xiàn)率選擇時(shí)間偏好率,避免主觀選擇的隨意性,開采年限應(yīng)考慮新增儲量。以中國2000—2014年數(shù)據(jù)測算,油氣資源耗竭補(bǔ)償標(biāo)準(zhǔn)為15%~22%,標(biāo)準(zhǔn)偏高。原因主要有兩個(gè):人均消費(fèi)增長率偏高和開采年限偏低。
[Abstract]:Oil and gas resources are exhaustible resources, over exploitation will damage the interests of future generations. Therefore, the oil and gas resources tax system should reflect the increase in oil and gas resources depletion compensation tax, in order to maintain intergenerational equity. Oil and gas resources depletion compensation standard is the oil and gas resources depletion compensation emphases and difficulty. The user cost method study on oil and gas resources depletion compensation standard, the discount rate and duration are two important parameters. The choice of discount rate of time preference rate, avoid the subjective arbitrariness in choosing, life should be considered. In order to Chinese additional reserves of 2000 to 2014 data, the oil and gas resources depletion compensation standard is 15%~22%, there are two standards high. One of the main reasons: the per capita consumption growth rate is high and low life.
