【摘要】：項目后評價是項目周期管理的最后環(huán)節(jié),也是項目達到竣工投產(chǎn)后是否達到預期目標的重要方法,是項目科學化管理中必不可少的重要手段。海上油田開發(fā)建設(shè)項目具有影響因素多、投資成本大、安全要求高等諸多較難控制的開發(fā)特點。因此開展油氣田開發(fā)建設(shè)項目后評價,及時發(fā)現(xiàn)問題進行糾偏,梳理項目成功經(jīng)驗,可為項目后續(xù)開發(fā)和類似項目提供指導,是完善項目管理、降低風險、提高效益的必然需求。本文以A油田改擴建開發(fā)項目為主要研究對象,首先總結(jié)和借鑒了項目后評價理論,然后結(jié)合改擴建開發(fā)項目的實踐情況,設(shè)計了A油田改擴建開發(fā)項目后評價體系。后評價體系包括評價內(nèi)容設(shè)計和評價模型開發(fā)兩部分。設(shè)計的評價內(nèi)容主要包括前期工作后評價、實施過程后評價、經(jīng)濟效益后評價、影響和持續(xù)性評價以及綜合后評價等。所構(gòu)建的模型包括兩階段,一是利用層次分析法確定各指標綜合權(quán)重,二是采用成功度模糊綜合評價法對目標進行評價。本文利用構(gòu)建的項目管理后評價模型對A油田改擴建開發(fā)項目進行了綜合評價,梳理項目成功經(jīng)驗,發(fā)現(xiàn)了管理中存在的問題,并針對現(xiàn)的問題提出了改進措施和建議。本文將對A油田改擴建持續(xù)建設(shè)和國內(nèi)同類項目的開展提供有效借鑒價值。
[Abstract]:Post-project evaluation is the last step of project cycle management, and it is also an important method for the project to reach the expected goal after completion and commissioning. Offshore oilfield development and construction project has many influencing factors and large investment cost. Therefore, the post-evaluation of oil and gas field development project is carried out, the problem is timely found and corrected, and the successful experience of the project is sorted out. It can provide guidance for the subsequent development and similar projects of the project, is the inevitable demand to perfect the project management, reduce the risk and increase the benefit. This paper takes the A oilfield reconstruction and development project as the main research object. Firstly, it summarizes and draws lessons from the post-evaluation theory of the project, and then combines the practice of the reconstruction and expansion of the development project. The post-evaluation system of A oilfield reconstruction and development project is designed. The post-evaluation system includes two parts: evaluation content design and evaluation model development. The design evaluation content mainly includes pre-work post-evaluation and implementation process post-evaluation. The model is composed of two stages. One is to determine the comprehensive weight of each index by using the Analytic hierarchy process (AHP). The second is to evaluate the target by using the fuzzy comprehensive evaluation method of degree of success. This paper makes use of the project management post-evaluation model to evaluate the extension and development project of A oilfield comprehensively, combing the successful experience of the project. The problems in management are found, and the improvement measures and suggestions are put forward. This paper will provide effective reference value for the continuous construction of A oilfield reconstruction and extension and the development of similar projects in China.
