【摘要】：隨著我國社會主義市場經(jīng)濟發(fā)展的需要,建設(shè)工程施工招標(biāo)投標(biāo)制度應(yīng)運而生,并且成為推進(jìn)行業(yè)內(nèi)競爭機制健康發(fā)展的重要手段,在提高經(jīng)濟效益和預(yù)防、減少腐敗等方面發(fā)揮了重要的作用。然而,我國建設(shè)工程施工招標(biāo)投標(biāo)機制還不夠成熟,這使得建設(shè)工程施工招標(biāo)存在諸多風(fēng)險因素,并影響招投標(biāo)結(jié)果的合理性,對工程建設(shè)后續(xù)實施工作帶來了一定的難度和問題。 本文在查閱相關(guān)文獻(xiàn)的基礎(chǔ)上,概括地介紹了施工招標(biāo)在國內(nèi)外的應(yīng)用情況及理論研究。以施工招標(biāo)風(fēng)險因素為研究對象,采用德爾菲方法,做出較為系統(tǒng)的識別與分析,并采取AHP層次分析法對來自政府、招標(biāo)人和投標(biāo)人三方行為主體的施工招標(biāo)風(fēng)險因素構(gòu)建了風(fēng)險評價模型,計算各項風(fēng)險指標(biāo)權(quán)重,得出各項指標(biāo)對施工招標(biāo)結(jié)果的影響力。在上述研究基礎(chǔ)上,根據(jù)風(fēng)險指標(biāo)的重要性,從規(guī)范三方行為為出發(fā)點,提出施工招標(biāo)風(fēng)險管理的應(yīng)對措施。重點介紹了杭州市建設(shè)工程資格后審信價量化法招標(biāo)改革實踐經(jīng)驗,并結(jié)合具體案例介紹了相關(guān)的程序和做法,對其成功經(jīng)驗進(jìn)行總結(jié),提出尚待解決的問題。 本文選擇對建設(shè)工程施工招標(biāo)風(fēng)險評價及應(yīng)對措施進(jìn)行研究,對促進(jìn)建設(shè)工程施工招投標(biāo)健康發(fā)展具有一定的理論價值和現(xiàn)實意義。
[Abstract]:With the development of our country ' s socialist market economy , the bidding and bidding system of construction project construction has emerged , and has played an important role in promoting the healthy development of the competition mechanism in the industry . However , the bidding and bidding mechanism of construction project construction is not mature enough . However , there are many risk factors in the construction project construction bidding , and the rationality of the bidding results is affected , which brings some difficulties and problems to the follow - up implementation of the construction project .

On the basis of consulting relevant literatures , this paper introduces the application situation and theoretical research of construction bidding at home and abroad . Based on the above research , this paper constructs a risk evaluation model based on the risk factors of construction bidding , and takes AHP analytic hierarchy process to calculate the influence of various indexes on the construction bidding results .

This paper chooses to study the construction project construction bidding risk evaluation and response measures , and has a certain theoretical value and practical significance for promoting the construction of construction project bidding and bidding .
