【摘要】：歷史文化街區(qū)的保護不同于文物保護單位,是活態(tài)的文化遺產(chǎn),要維持并發(fā)揚它的使用功能,保持活力,才能更好地保護�？赡壳皣鴥�(nèi)街區(qū)的利用往往不注重街區(qū)形成的動力、原有功能和價值特色,僅作為“旅游產(chǎn)品”或“景區(qū)”來對待,使街區(qū)喪失了真實性甚至價值特色。尤其是在商業(yè)性歷史文化街區(qū)內(nèi),保護和利用的矛盾最為沖突。街區(qū)利用的好壞會直接影響街區(qū)的保護,因此應如何對商業(yè)性歷史文化街區(qū)保護性利用是急需解決的問題。 本文首先對傳統(tǒng)商業(yè)歷史文化街區(qū)形成演變的過程、動力機制、自身特點進行分析,剖析利用中面臨的問題,并從城市整體的角度,分析其與城市發(fā)展的關系,受城市發(fā)展理念、文化產(chǎn)業(yè)等的影響,闡述了商業(yè)性街區(qū)保護利用的內(nèi)在和外在要素。然后從相關保護制度——國際憲章、國內(nèi)法律法規(guī)的保護利用要求出發(fā),澄清保護與利用的關系,提出保護性利用的價值判斷。其次通過對大量歷史文化街區(qū)的保護利用實踐方法的總結(jié),反思保護利用方式,總結(jié)經(jīng)驗教訓,提出保護性利用的原則和方法。接著對利用較好的代表性案例——蘇州山塘、平江歷史文化街區(qū)進行重點分析、評價和總結(jié),保護性利用的關鍵是合理的產(chǎn)業(yè)支撐、漸進式更新的方式以及保留一定原有住戶。最后針對商業(yè)性歷史文化街區(qū)提出保護性利用的相關措施,包括合理的功能定位、恰當?shù)纳虡I(yè)經(jīng)營、匹配的建筑利用,及保護性利用實施方式及相關管理保障、政策的支撐引導等。
[Abstract]:The protection of historical and cultural blocks is different from the units of cultural relic conservation, and it is a living cultural heritage. Only by maintaining and developing its use function and keeping its vitality, can it be better protected. However, at present, the utilization of domestic blocks often does not pay attention to the motive force of the formation of the blocks. The original functions and value characteristics are only treated as "tourist products" or "scenic spots", which make the blocks lose their authenticity and even their value characteristics. Especially in the commercial historical and cultural district, the contradiction between protection and utilization is the most conflicting. The use of blocks will directly affect the protection of the blocks, so how to protect the commercial historical and cultural blocks is an urgent problem to be solved. This paper first analyzes the process of formation and evolution of the traditional commercial historical and cultural district, the dynamic mechanism, its own characteristics, analyzes the problems in its utilization, and analyzes the relationship between the formation and development of the city from the perspective of the city as a whole. Under the influence of the concept of urban development and cultural industry, this paper expounds the internal and external factors of the protection and utilization of commercial blocks. Then, the relationship between protection and utilization is clarified and the value judgment of protective use is put forward from the relevant protection system-the international charter, the protection and utilization requirements of domestic laws and regulations. Secondly, by summarizing the practical methods of conservation and utilization of a large number of historical and cultural blocks, this paper reflects on the ways of conservation and utilization, sums up the experience and lessons, and puts forward the principles and methods of protective utilization. Then, the author analyzes, evaluates and summarizes the representative case of Suzhou Shantang and Pingjiang historical and cultural district. The key to protective utilization is reasonable industry support, progressive renewal and the retention of certain original residents. Finally, the paper puts forward the relevant measures of protective utilization for commercial historical and cultural blocks, including reasonable function orientation, appropriate commercial management, matching building utilization, and protective use implementation mode and related management guarantee. Policy support, guidance, etc.
