【摘要】：進(jìn)入十二五規(guī)劃以來,我國要開創(chuàng)科學(xué)發(fā)展新局面、建立健全基本公共服務(wù)體系、完善社會(huì)主義市場經(jīng)濟(jì)體制、實(shí)現(xiàn)宏偉發(fā)展藍(lán)圖,這就需要加快基礎(chǔ)設(shè)施項(xiàng)目建設(shè)。然而,國家及地方政府建設(shè)資金不足的現(xiàn)狀造成了基礎(chǔ)設(shè)施建設(shè)薄弱的局面,從而阻礙了經(jīng)濟(jì)的發(fā)展。為了緩解這種局面,各種融資方式相繼出現(xiàn),其中BOT方式就是其中重要的一種。在BOT項(xiàng)目融資建設(shè)的程序中,招標(biāo)是其中的一個(gè)很重要環(huán)節(jié),招標(biāo)評(píng)標(biāo)科學(xué)與否關(guān)系到項(xiàng)目能否順利實(shí)施,目標(biāo)能否實(shí)現(xiàn)。由于BOT項(xiàng)目投資規(guī)模大、周期長、受影響群體大等特點(diǎn),投標(biāo)人不但要承擔(dān)起項(xiàng)目施工工作,還必須擔(dān)當(dāng)為項(xiàng)目籌集建設(shè)資金的角色,以及后期的運(yùn)營工作,這對(duì)項(xiàng)目的發(fā)起來說是一個(gè)巨大的挑戰(zhàn),也是對(duì)投標(biāo)人融資能力、建設(shè)能力、運(yùn)營和管理能力的全面考核,因此,傳統(tǒng)施工項(xiàng)目招標(biāo)的評(píng)標(biāo)指標(biāo)體系對(duì)BOT項(xiàng)目的投標(biāo)人招標(biāo)并不適用,需要建立全面、系統(tǒng)、科學(xué)的評(píng)標(biāo)指標(biāo)體系。 本文分析了BOT建設(shè)項(xiàng)目招標(biāo)評(píng)標(biāo)指標(biāo)體系在國內(nèi)外研究現(xiàn)狀以及開展BOT項(xiàng)目招標(biāo)評(píng)標(biāo)指標(biāo)體系研究的重要性和必要性,詳細(xì)介紹了BOT項(xiàng)目的具體形式、特點(diǎn)、操作流程和常用招標(biāo)評(píng)標(biāo)辦法,并在此基礎(chǔ)上將BOT項(xiàng)目招標(biāo)與傳統(tǒng)基礎(chǔ)設(shè)施招標(biāo)進(jìn)行對(duì)比分析；接著以BOT項(xiàng)目招標(biāo)評(píng)標(biāo)過程中面臨的主要問題及影響因素為基礎(chǔ)結(jié)合相關(guān)原則和原理建立BOT項(xiàng)目招標(biāo)評(píng)標(biāo)指標(biāo)體系；并根據(jù)《世界銀行借款人選擇和聘用咨詢?nèi)酥改稀分羞x擇咨詢?nèi)说脑瓌t,結(jié)合我國BOT項(xiàng)目的招標(biāo)種類及BOT項(xiàng)目特點(diǎn),在此基礎(chǔ)上提出了基于質(zhì)量與費(fèi)用的BOT項(xiàng)目評(píng)標(biāo)模式。然后結(jié)合實(shí)際招標(biāo)中遇到的問題,確定用層次分析法來計(jì)算各評(píng)標(biāo)指標(biāo)的權(quán)重,并考慮到基于質(zhì)量和費(fèi)用的評(píng)審模式中定量與定性相結(jié)合的評(píng)審方式,最終建立了模糊綜合評(píng)價(jià)的評(píng)標(biāo)模型。 文章最后,通過分析湖北省咸寧至通山高速公路BOT項(xiàng)目案例,將本論文中建立的BOT項(xiàng)目評(píng)標(biāo)指標(biāo)體系及評(píng)標(biāo)模型應(yīng)用于湖北省咸寧至通山高速公路BOT項(xiàng)目,通過評(píng)標(biāo)以及和實(shí)際評(píng)標(biāo)結(jié)果對(duì)比分析,其評(píng)標(biāo)結(jié)果和實(shí)際評(píng)標(biāo)結(jié)果基本相同,以此論證本文建立的評(píng)標(biāo)指標(biāo)體系及相關(guān)的評(píng)標(biāo)模型的科學(xué)性、可行性和適用性。
[Abstract]:Since the 12th Five-Year Plan, our country should create a new situation of scientific development, establish and perfect the basic public service system, perfect the socialist market economy system, and realize the grand blueprint of development, which requires speeding up the construction of infrastructure projects. However, the state and local governments lack of funds for the construction of infrastructure, resulting in a weak situation, thus hindering the development of the economy. In order to alleviate this situation, a variety of financing methods have emerged, in which the BOT approach is one of the important. In the procedure of financing construction of BOT project, bidding is a very important link. Whether the tender evaluation is scientific or not is related to whether the project can be carried out smoothly and whether the target can be realized. Due to the characteristics of large scale of BOT project investment, long period and large number of affected groups, bidders not only have to undertake the construction work of the project, but also have to play the role of raising funds for the construction of the project, as well as the later operation work. This is a huge challenge for the launch of the project and a comprehensive assessment of the bidder's ability to finance, build, operate and manage, so, The traditional bidding evaluation index system of construction project is not applicable to the bidding of BOT project, so it is necessary to establish a comprehensive, systematic and scientific evaluation index system. This paper analyzes the present situation of BOT construction project bidding evaluation index system at home and abroad and the importance and necessity of developing BOT project bidding evaluation index system, and introduces in detail the concrete form and characteristics of BOT project. Operation flow and common bidding evaluation methods, and on this basis, the BOT project bidding and traditional infrastructure bidding are compared and analyzed; Secondly, based on the main problems and influencing factors in the process of bidding and evaluation of BOT project, the paper establishes the index system of bidding and evaluation of BOT project based on relevant principles and principles. According to the principle of selecting consultants in the guidelines for the selection and Employment of Consultants by borrowers of the World Bank, combined with the types of bidding for BOT projects in China and the characteristics of BOT projects, a bid evaluation model for BOT projects based on quality and cost is put forward. Then, considering the problems encountered in the actual bidding, we determine to calculate the weight of each bid evaluation index by AHP, and consider the quantitative and qualitative evaluation methods in the evaluation model based on quality and cost. Finally, the bid evaluation model of fuzzy comprehensive evaluation is established. Finally, by analyzing the BOT project case of Xianning to Tongshan Expressway in Hubei Province, this paper applies the evaluation index system and bid evaluation model of the BOT project to the BOT Project of Xianning to Tongshan Expressway in Hubei Province. Through the comparison and analysis of bid evaluation and actual bid evaluation results, the evaluation results are basically the same as the actual bid evaluation results, so as to demonstrate the scientific nature, feasibility and applicability of the evaluation index system and the relevant bid evaluation model established in this paper.
