【摘要】：歷史文化名鎮(zhèn)具有“歷史文化遺產(chǎn)”與“鄉(xiāng)村聚落”的雙重特性。因此，歷史文化名鎮(zhèn)的健康發(fā)展必須注重歷史文化遺產(chǎn)保護與城鄉(xiāng)統(tǒng)籌發(fā)展的協(xié)調(diào)兼顧，互榮共進。當(dāng)前，，我國城鎮(zhèn)化正轉(zhuǎn)型發(fā)展的關(guān)鍵時期，特別是在國家空前注重城鄉(xiāng)統(tǒng)籌協(xié)調(diào)，“古鎮(zhèn)游”、“鄉(xiāng)村游”、“生態(tài)游”成為新的旅游熱點，歷史文化名鎮(zhèn)保護與發(fā)展面臨發(fā)展困境的三重因素作用下，樹立歷史文化名鎮(zhèn)全面、協(xié)調(diào)、可持續(xù)的科學(xué)發(fā)展觀更加顯得適逢其時。 本著拓展城鎮(zhèn)化健康發(fā)展研究視野，為歷史文化名鎮(zhèn)科學(xué)保護與利用提供可資借鑒的原則和方法的目的，論文展開了對城鄉(xiāng)統(tǒng)籌、歷史文化名鎮(zhèn)、旅游小城鎮(zhèn)學(xué)術(shù)動態(tài)與建設(shè)實踐的系列研究。通過對理論歸納與實踐反思，論文試圖解答為何選擇城鄉(xiāng)統(tǒng)籌視角（研究視角）；城鄉(xiāng)統(tǒng)籌視角下歷史文化名鎮(zhèn)是什么（價值觀）；如何在城鄉(xiāng)統(tǒng)籌視角下實現(xiàn)歷史文化名鎮(zhèn)科學(xué)發(fā)展（方法論）的問題。 首先，基于對傳統(tǒng)歷史文化名鎮(zhèn)保護規(guī)劃、歷史文化名鎮(zhèn)雙重特性的解讀，論文認為傳統(tǒng)歷史文化遺產(chǎn)孤立、靜止、技術(shù)導(dǎo)向的保護與利用方式，無法滿足在城鄉(xiāng)統(tǒng)籌戰(zhàn)略宏觀指導(dǎo)下歷史文化名鎮(zhèn)全面、協(xié)調(diào)、可持續(xù)的發(fā)展要求。因此，論文提出歷史文化名鎮(zhèn)不僅要從“就保護論保護”轉(zhuǎn)向“保護與發(fā)展相協(xié)調(diào)”，還應(yīng)當(dāng)在城鄉(xiāng)統(tǒng)籌視角下，從“價值特色的全面認知”、“發(fā)展的眼光”、“更高戰(zhàn)略基點”三個方面實現(xiàn)歷史文化遺產(chǎn)保護理念升級。 其次，基于當(dāng)前歷史文化名鎮(zhèn)發(fā)展受到城鄉(xiāng)統(tǒng)籌與古鎮(zhèn)游熱潮雙重影響的考慮，論文對新時期城鄉(xiāng)統(tǒng)籌戰(zhàn)略、旅游小城鎮(zhèn)建設(shè)實踐盡心系列研究，得出了城鄉(xiāng)統(tǒng)籌視角下歷史文化名鎮(zhèn)保護與利用應(yīng)做到區(qū)域統(tǒng)籌協(xié)調(diào)、城鄉(xiāng)全域發(fā)展、產(chǎn)業(yè)融合互動、空間戰(zhàn)略協(xié)同、社會環(huán)境相互依托、政府行政配合的六大建設(shè)目標。 最后，以城鎮(zhèn)建設(shè)目標為指引，論文結(jié)合若干實例展開論述了注重從區(qū)域縱橫兩個維度城鎮(zhèn)體系格局把握城鎮(zhèn)發(fā)展方向的區(qū)域共生論；注重在鎮(zhèn)域范圍內(nèi)以歷史文化遺產(chǎn)的積極保護與科學(xué)利用為觸媒促進城鄉(xiāng)資源統(tǒng)籌配置的城鄉(xiāng)協(xié)作論；注重以旅游業(yè)為核心，鄉(xiāng)鎮(zhèn)特色產(chǎn)業(yè)與現(xiàn)代農(nóng)業(yè)為兩翼構(gòu)建“旅特農(nóng)”三位一體非農(nóng)產(chǎn)業(yè)體系的產(chǎn)業(yè)融合論；注重以旅游特色、產(chǎn)業(yè)布局、土地集約為導(dǎo)向協(xié)調(diào)空間發(fā)展戰(zhàn)略的空間協(xié)同論；注重以文脈串聯(lián)的方式將歷史文化遺產(chǎn)融入城鎮(zhèn)社會建設(shè)，以體現(xiàn)其社會、文化、生態(tài)等綜合價值的文脈承創(chuàng)論。文章結(jié)尾從規(guī)劃編制與政府行政引導(dǎo)兩方面論述了城鄉(xiāng)統(tǒng)籌視角下歷史文化名鎮(zhèn)保護與利用規(guī)劃的制度保障。

In order to expand the research field of vision of urbanization healthy development, provides the principles and methods for reference for the protection and utilization of historical and cultural towns and scientific purposes, the thesis of urban and rural areas, historical and cultural towns, series of small town tourism academic development and construction practice. Through the theoretical analysis and practice, the paper tries to answer why choose from the perspective of urban and rural (perspective); what is the historical and cultural towns in perspective of urban rural co ordination (values); how to realize the scientific development of the famous historical and cultural towns in perspective of urban and rural harmonious development (Methodology) problem.
First of all, based on the traditional historical and cultural town protection planning, interpretation of dual characteristics of historical and cultural towns, the traditional historical and cultural heritage of isolated, static, mode of protection and utilization of technology oriented, can not meet the comprehensive coordination in urban and rural areas under the guidance of the macro strategy of famous historical and cultural town, sustainable development requirements. Therefore, this paper puts forward the history cultural towns not only from the "protection of protection" to "protection and development coordination, should also be in the perspective of balancing urban and rural development, from the overall perceived value characteristics," development view "," three aspects of higher strategic basis to realize the concept of "historical and cultural heritage protection and upgrading.
