東營(yíng)市城區(qū)燃?xì)夤芫W(wǎng)風(fēng)險(xiǎn)管理研究

【摘要】:燃?xì)庾鳛橐环N清潔、高效、優(yōu)質(zhì)的能源,在如今城市工業(yè)生產(chǎn)和居民生活中占有舉足輕重的地位,因此我國(guó)的城市燃?xì)庑袠I(yè)正處于蓬勃發(fā)展階段。但燃?xì)獗旧碛卸、易燃、易爆的特性,再加上城市燃(xì)夤芫W(wǎng)一般敷設(shè)于人口稠密、經(jīng)濟(jì)集中的區(qū)域,一旦管道發(fā)生破裂、出現(xiàn)燃?xì)庑孤,將?huì)造成中毒、火災(zāi)和爆炸等惡性事故,給城市居民的生命財(cái)產(chǎn)帶來(lái)重大損失,,同時(shí)也會(huì)在社會(huì)上造成深遠(yuǎn)的不良影響。因此,對(duì)城市燃?xì)夤芫W(wǎng)進(jìn)行風(fēng)險(xiǎn)管理,將城市燃?xì)夤芫W(wǎng)的風(fēng)險(xiǎn)管理模式從事后管理模式轉(zhuǎn)變?yōu)槭虑肮芾砟J,制定相?yīng)的預(yù)防、維護(hù)和管理措施,提高城市燃?xì)夤芫W(wǎng)運(yùn)行的安全性和可靠性是十分必要的。 風(fēng)險(xiǎn)管理包括風(fēng)險(xiǎn)辨識(shí)、風(fēng)險(xiǎn)評(píng)價(jià)和風(fēng)險(xiǎn)控制。本文運(yùn)用故障樹(shù)分析法對(duì)東營(yíng)市城區(qū)燃?xì)夤芫W(wǎng)管道失效的風(fēng)險(xiǎn)因素進(jìn)行辨識(shí),建立起東營(yíng)市城區(qū)燃?xì)夤芫W(wǎng)風(fēng)險(xiǎn)評(píng)價(jià)的指標(biāo)體系,在此基礎(chǔ)上,運(yùn)用管道指數(shù)評(píng)分法對(duì)燃?xì)夤芫W(wǎng)進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià),這種方法考慮了一旦燃?xì)獍l(fā)生泄漏對(duì)周圍環(huán)境和人員的影響,其結(jié)論的可信度較高。最后,結(jié)合風(fēng)險(xiǎn)評(píng)價(jià)的結(jié)論和東營(yíng)市城區(qū)燃?xì)夤芫W(wǎng)中出現(xiàn)的問(wèn)題,提出了有針對(duì)性的、旨在于提高東營(yíng)市城區(qū)燃?xì)夤芫W(wǎng)的安全性和可靠性的風(fēng)險(xiǎn)管理措施。
[Abstract]:As a kind of clean, efficient and high quality energy, gas plays an important role in the urban industrial production and residents' life. Therefore, the city gas industry in our country is in a booming stage of development. However, the gas itself is poisonous and flammable. Explosive characteristics, coupled with the fact that urban gas networks are generally located in densely populated and economically concentrated areas, once the pipeline breaks and gas leaks occur, it will lead to toxic, fire and explosion accidents. It will bring great loss of life and property to urban residents, and will also cause far-reaching adverse effects in society. Therefore, risk management of urban gas pipeline network will be carried out. It is necessary to change the risk management mode of urban gas pipeline network from the post management mode to the prior management mode, to formulate the corresponding prevention, maintenance and management measures, and to improve the safety and reliability of the urban gas pipeline network operation. Risk management includes risk identification, risk evaluation and risk control. The risk evaluation index system of gas pipeline network in Dongying city is established. On this basis, the pipeline index scoring method is used to evaluate the risk of gas pipeline network. This method takes into account the impact of gas leakage on the surrounding environment and personnel. The reliability of the conclusions is high. Finally, combining the conclusions of risk evaluation and the problems in the gas pipeline network of Dongying City, the paper puts forward some pertinence, In order to improve the safety and reliability of Dongying city gas pipe network risk management measures.
