【摘要】：小學(xué)教育設(shè)施的配套設(shè)置一直是城市規(guī)劃領(lǐng)域的一個(gè)重要組成部分。小學(xué)用地面積指標(biāo)對(duì)城市小學(xué)的發(fā)展有重要的影響作用,在城市總體規(guī)劃和控制性詳細(xì)規(guī)劃中,規(guī)劃師會(huì)依據(jù)一定的用地指標(biāo)預(yù)留相應(yīng)的小學(xué)用地面積。小學(xué)用地面積指標(biāo)并不是統(tǒng)一和一成不變的。隨著社會(huì)的發(fā)展,我國(guó)小學(xué)教育的發(fā)展趨勢(shì)和小學(xué)生的身體素質(zhì)發(fā)生了變化,舊的建設(shè)標(biāo)準(zhǔn)已經(jīng)不能適應(yīng)新的發(fā)展需求。2012年我國(guó)開(kāi)始實(shí)施新的《中小學(xué)校設(shè)計(jì)規(guī)范GB50099—2011》。新規(guī)范對(duì)小學(xué)的內(nèi)部建設(shè)標(biāo)準(zhǔn)進(jìn)行了修訂,并對(duì)學(xué)校的規(guī)劃建設(shè)和管理提出了許多新的理念。 《中小學(xué)校設(shè)計(jì)規(guī)范GB50099—2011》作為全國(guó)通用的基礎(chǔ)規(guī)范,并沒(méi)有詳細(xì)給出小學(xué)建設(shè)用地的面積指標(biāo)。為了適應(yīng)新的規(guī)范標(biāo)準(zhǔn),便于在鄭州市的城市規(guī)劃中對(duì)小學(xué)用地的控制,指導(dǎo)鄭州市小學(xué)規(guī)范化、標(biāo)準(zhǔn)化、均衡化發(fā)展,本文從鄭州市實(shí)際出發(fā),在鄭州市小學(xué)用地現(xiàn)狀分析的基礎(chǔ)上,參考各種最新的規(guī)范標(biāo)準(zhǔn)要求,對(duì)鄭州市小學(xué)用地面積指標(biāo)進(jìn)行了研究。 為了使小學(xué)用地指標(biāo)更具可操作性,論文抓住了鄭州市建設(shè)用地緊張這一特征。在研究中引導(dǎo)學(xué)校建筑集中式建設(shè)、學(xué)校用地綜合使用,鼓勵(lì)學(xué)�？臻g的深度開(kāi)發(fā),并利用“學(xué)校可比總用地”和“學(xué)�？杀热莘e率”等新的用地理念,在滿足相關(guān)規(guī)范的要求下,盡量降低了鄭州市小學(xué)的用地面積指標(biāo)。
[Abstract]:Primary education facilities are always an important part of urban planning.The primary school land area index plays an important role in the development of urban primary school. In the urban master planning and controlling detailed planning, the planners will reserve the corresponding primary school land area according to a certain land use index.Primary school land area index is not uniform and static.With the development of society, the development trend of primary school education and the physical quality of primary school students have changed, and the old construction standards can no longer meet the new development needs. In 2012, China began to implement the new Design Standard for Primary and Middle Schools (GB50099-2011).The new norms have revised the internal construction standards of primary schools, and put forward many new ideas for the planning, construction and management of schools.As a general basic code in China, the Design Code for Primary and Middle Schools (GB50099-2011) does not give the area index of primary school construction land in detail.In order to adapt to the new standard, to facilitate the control of primary school land in the urban planning of Zhengzhou, and to guide the standardization, standardization and equalization of primary school in Zhengzhou, this paper proceeds from the reality of Zhengzhou.Based on the analysis of the present situation of primary school land use in Zhengzhou, and referring to the latest standard requirements, this paper studies the index of primary school land use area in Zhengzhou.In order to make primary school land use index more operable, the paper grasps the characteristic of construction land shortage in Zhengzhou.In the research, we will guide the centralized construction of school buildings, the comprehensive use of school land, encourage the deep development of school space, and utilize the new land use concepts such as "total school land" and "school comparable volume ratio".In order to meet the requirements of the relevant norms, as far as possible to reduce the area of Zhengzhou primary school land index.
