【摘要】：1990年代以來,西歐為復(fù)興的空間戰(zhàn)略規(guī)劃提供了一個豐富的實驗室�？臻g戰(zhàn)略規(guī)劃綜合涵蓋了西方空間規(guī)劃以及社會學(xué)、環(huán)境學(xué)、公共管理、乃至哲學(xué)等理論。開展西歐空間戰(zhàn)略規(guī)劃的研究,對我國自20世紀(jì)初開始大量涌現(xiàn)的戰(zhàn)略規(guī)劃研究實踐,有著積極意義。 筆者閱讀了大量相關(guān)文獻,梳理了空間戰(zhàn)略規(guī)劃的起源和發(fā)展,對國內(nèi)外的研究和實踐進行了比較分析,歸納了空間戰(zhàn)略規(guī)劃的涵義、特點、理性思維和技術(shù)方法等內(nèi)容,總結(jié)了國內(nèi)外戰(zhàn)略規(guī)劃的發(fā)展動向。在理論上豐富了我國對空間戰(zhàn)略規(guī)劃的研究,同時為之后的案例分析打下理論基礎(chǔ)。 論文選取比利時奧斯坦德市作為研究的案例。從比利時的規(guī)劃體系入手,探討了奧斯坦德進行空間戰(zhàn)略規(guī)劃的背景與主要驅(qū)動力、參與主體與規(guī)劃方法,并在理論研究的基礎(chǔ)上提出基于實踐的空間戰(zhàn)略規(guī)劃的具體技術(shù)路線和框架。之后,通過資料收集和實地走訪調(diào)查,進行城市現(xiàn)狀和發(fā)展條件的研究；并提出了相關(guān)方案。最后,在案例解讀的基礎(chǔ)上,對奧斯坦德市空間戰(zhàn)略規(guī)劃進行經(jīng)驗總結(jié),為我國戰(zhàn)略規(guī)劃的完善和發(fā)展方向提供一個新的視角和一些有價值的建議。
[Abstract]:Since the 1990s, Western Europe has provided a rich laboratory for revitalized space strategic planning, which integrates Western spatial planning as well as sociology, environmental science, public administration, The research on space strategic planning in Western Europe is of great significance to the research practice of strategic planning which has emerged in large numbers since 20th century. The author has read a lot of relevant documents, combed the origin and development of spatial strategic planning, compared and analyzed the research and practice at home and abroad, summed up the meaning, characteristics, rational thinking and technical methods of spatial strategic planning. This paper summarizes the development trend of strategic planning at home and abroad, enriches the research of space strategic planning in China theoretically, and lays a theoretical foundation for the case analysis. From the planning system of Belgium, the background and main driving force of Ostander's spatial strategic planning, the main body and the planning method are discussed. On the basis of theoretical research, the paper puts forward the concrete technical route and framework of space strategic planning based on practice. After that, through data collection and field investigation, the present situation and development conditions of the city are studied. Finally, on the basis of the case study, the author summarizes the experience of Ostander's spatial strategic planning, which provides a new perspective and some valuable suggestions for the improvement and development of China's strategic planning.
