貴州建工集團(tuán)人力資源開發(fā)探索

【摘要】:建筑業(yè)作為國民經(jīng)濟(jì)支柱產(chǎn)業(yè),近年來發(fā)展迅猛,產(chǎn)業(yè)規(guī)模繼續(xù)擴(kuò)大,產(chǎn)值屢創(chuàng)歷史新高。但建筑業(yè)屬于勞動密集型產(chǎn)業(yè),從業(yè)人員素質(zhì)整體水平不高,嚴(yán)重制約和阻礙了建筑業(yè)的持續(xù)發(fā)展。作為建筑業(yè)企業(yè)的貴州建工集團(tuán),同樣面臨著人力資源管理與開發(fā)的瓶頸。為了保證貴州建工集團(tuán)從業(yè)人員的素質(zhì),使其職業(yè)能力持續(xù)得到提高,以更有力地支撐集團(tuán)發(fā)展戰(zhàn)略,本文以人力資源開發(fā)相關(guān)理論為依據(jù),對貴州建工集團(tuán)人力資源開發(fā)進(jìn)行了系統(tǒng)分析和研究,提出了一套旨在總體提升該集團(tuán)人力資源競爭力的方案,以進(jìn)一步完善該集團(tuán)的人力資源開發(fā)建設(shè)工作。 本文首先在對國內(nèi)外人力資源開發(fā)文獻(xiàn)以及建筑行業(yè)人力資源開發(fā)進(jìn)行簡要梳理的基礎(chǔ)上,較為系統(tǒng)地分析了貴州建工集團(tuán)人員的素質(zhì)現(xiàn)狀,即從數(shù)量、質(zhì)量以及結(jié)構(gòu)配置等方面做了比較分析,同時剖析了該集團(tuán)在人力資源開發(fā)上存在的問題,指出了集團(tuán)人力資源素質(zhì)偏低已經(jīng)成為制約集團(tuán)發(fā)展和產(chǎn)業(yè)素質(zhì)提高的“瓶頸”。其次結(jié)合近幾年我國建筑業(yè)的發(fā)展趨勢,從企業(yè)總體戰(zhàn)略的高度,提出了集團(tuán)在人力資源開發(fā)上的戰(zhàn)略規(guī)劃。并以此為基礎(chǔ),構(gòu)建以職業(yè)能力開發(fā)為核心的貴州建工集團(tuán)人力資源開發(fā)體系。該體系在明確與貴州建工集團(tuán)相適應(yīng)的人力資源開發(fā)體系主體結(jié)構(gòu)和原則的基礎(chǔ)上,借鑒國內(nèi)外入力資源開發(fā)理論包括職業(yè)能力開發(fā)法(CBE)教育模式等,提出了低成本、針對性強(qiáng)的集團(tuán)人力資源開發(fā)方式及機(jī)制。論文最后,結(jié)合國內(nèi)宏觀政策、建筑業(yè)市場走向以及集團(tuán)實際,提出集團(tuán)人力資源開發(fā)的四大保障機(jī)制,即制度保障、體制保障、激勵機(jī)制保障、人力資源考核保障,并制定了與之相關(guān)的具體工作方案。
[Abstract]:As a pillar industry of the national economy, the construction industry has developed rapidly in recent years, the industrial scale has continued to expand, and the output value has repeatedly reached a record high. However, the construction industry is a labor-intensive industry, and the overall quality of its employees is not high. As a construction enterprise, Guizhou Construction Engineering Group also faces the bottleneck of human resource management and development. In order to support the development strategy of the group, this paper, based on the theory of human resource development, makes a systematic analysis and research on the development of human resources of Guizhou Construction Industry Group. In order to further improve the development and construction of human resources of the group, a set of plans is put forward to enhance the competitiveness of human resources in the group as a whole. Based on a brief review of the literature on human resource development at home and abroad and the development of human resources in the construction industry, this paper systematically analyzes the present situation of the quality of the personnel of Guizhou Construction Engineering Group, that is, from the perspective of quantity, At the same time, it analyzes the problems existing in the development of human resources of the group. It is pointed out that the low quality of the group human resources has become the "bottleneck" which restricts the development of the group and the improvement of the industrial quality. Secondly, combined with the development trend of China's construction industry in recent years, the overall strategy of the enterprise is considered. The strategic planning of the Group in human resource development is put forward. To construct the human resource development system of Guizhou Construction Industry Group with the core of professional ability development, which is based on defining the main structure and principle of the human resource development system suitable for Guizhou Construction Engineering Group. Drawing lessons from the theory of domestic and foreign resources development, including the education model of CBE, this paper puts forward the low cost and strong pertinence group human resources development mode and mechanism. Finally, combined with the domestic macro policy, the paper puts forward the method and mechanism of group human resources development with low cost and strong pertinence. The trend of the construction industry market and the actual situation of the group put forward four guarantee mechanisms of the development of the group's human resources, namely, the system guarantee, the system guarantee, the incentive mechanism guarantee, the human resources appraisal guarantee, and has formulated the concrete work plan related to them.
