【摘要】：隨著北海被批復(fù)為國(guó)家歷史文化名城，作為構(gòu)成名城價(jià)值重要組成部分的北海騎樓歷史文化街區(qū)保護(hù)與更新受到前所未有的重視與沖擊。一方面游客大量增加，商業(yè)和旅游活動(dòng)不斷升溫的同時(shí)卻開(kāi)展得不盡理想，部分路段已過(guò)度商業(yè)化，游客體驗(yàn)較為單一；另一方面，，保護(hù)資金的短缺導(dǎo)致街區(qū)基礎(chǔ)設(shè)施建設(shè)滯后，部分騎樓年久失修，進(jìn)入自然衰落狀態(tài)，原住民逐步外遷，街區(qū)原有生活狀態(tài)受到極大影響。因此，與社會(huì)時(shí)代發(fā)展背景相適應(yīng)，引入體驗(yàn)經(jīng)濟(jì)視角，利用其依附于產(chǎn)品或消費(fèi)行為的“經(jīng)濟(jì)價(jià)值的高增進(jìn)性”特征，在保護(hù)好騎樓歷史文化街區(qū)的基礎(chǔ)上，實(shí)現(xiàn)更多經(jīng)濟(jì)上的增值具有十分重要的現(xiàn)實(shí)意義。 論文首先回顧了北海騎樓歷史文化街區(qū)的歷史演變和現(xiàn)狀面臨的復(fù)雜問(wèn)題，對(duì)街區(qū)的歷史文化價(jià)值特色進(jìn)行評(píng)估，指出資金不足是問(wèn)題根本，而單靠市場(chǎng)化運(yùn)作來(lái)獲取資金的做法只會(huì)使街區(qū)保護(hù)走入困境。 其次，論文通過(guò)分析歷史文化街區(qū)保護(hù)更新理論與實(shí)踐的發(fā)展趨勢(shì)和體驗(yàn)經(jīng)濟(jì)的內(nèi)涵，認(rèn)為體驗(yàn)經(jīng)濟(jì)與騎樓歷史文化街區(qū)二者的相關(guān)性已使街區(qū)具備保護(hù)更新的內(nèi)外動(dòng)力，進(jìn)而明確多元個(gè)體體驗(yàn)需求對(duì)應(yīng)的涵蓋物質(zhì)與非物質(zhì)文化的要素，為街區(qū)的保護(hù)更新工作提供參考。 最后，論文在前面分析研究基礎(chǔ)上，總結(jié)體驗(yàn)經(jīng)濟(jì)視角下騎樓歷史文化街區(qū)保護(hù)更新模式應(yīng)重點(diǎn)把控的七個(gè)側(cè)重點(diǎn)，分別為核心理念、實(shí)施模式、保護(hù)原則、保護(hù)方式、歷史建筑修繕?lè)椒�、民俗文化的傳承機(jī)制和實(shí)施操作指引，并對(duì)北海騎樓歷史文化街區(qū)現(xiàn)有保護(hù)更新策略指出涉及實(shí)施模式、規(guī)劃編制內(nèi)容、政策機(jī)制、實(shí)施操作指引等方面內(nèi)容的優(yōu)化方向。 論文認(rèn)為：歷史文化街區(qū)保護(hù)更新工作的復(fù)雜性，注定單從規(guī)劃及建筑設(shè)計(jì)等物質(zhì)空間角度無(wú)法解決復(fù)雜的矛盾問(wèn)題。因此，引入更廣闊的社會(huì)、經(jīng)濟(jì)、文化、法律等視野和多維的研究思路尋求解決方案勢(shì)在必行，這也將會(huì)更利于歷史文化街區(qū)的可持續(xù)發(fā)展。
[Abstract]:As Beihai was approved as a famous historical and cultural city of the country, the protection and renewal of the historic and cultural district of Beihai, which constitutes an important part of the value of the famous city, has received unprecedented attention and impact. On the one hand, the number of tourists has increased greatly. While commercial and tourism activities are heating up, they are not well developed. Some sections of the road have been over-commercialized, and the tourist experience is relatively simple. On the other hand, the shortage of protection funds has led to a lag in the construction of infrastructure in the blocks, and the disrepair of some of the garrisons. In the state of natural decline, the aborigines are gradually moving out, and the original living conditions of the blocks are greatly affected. Therefore, to adapt to the background of the development of the social era, the perspective of experience economy is introduced. It is of great practical significance to realize more economic increment on the basis of protecting the historical and cultural blocks of the garrison by using the characteristics of "high enhancement of economic value" which is attached to the product or consumption behavior. Firstly, the paper reviews the historical evolution and the current situation of the historical and cultural district of Beihai arcade, evaluates the historical and cultural value characteristics of the block, and points out that the lack of funds is the root of the problem. Market-based operations alone to obtain funds will only make the protection of the block into a difficult situation. Secondly, by analyzing the development trend of conservation and renewal theory and practice of historical and cultural blocks and the connotation of experience economy, the paper thinks that the correlation between experience economy and historical and cultural blocks of garrison has made the blocks have the internal and external motive force to protect and renew. Furthermore, it makes clear the elements of material and non-material culture corresponding to the needs of multiple individual experience, and provides a reference for the protection and renewal of blocks. Finally, on the basis of the previous analysis and research, this paper summarizes the protection and renewal mode of the historic and cultural blocks of the garrison building from the perspective of experience economy, which should focus on the seven key points of control, which are the core idea, the implementation model, the protection principle, the protection mode, and the protection mode. The restoration methods of historical buildings, the inheritance mechanism of folk culture and the operational guidelines, and the existing protection and renewal strategies of the historic and cultural blocks of Beihai arcade are pointed out, which involve the implementation mode, planning and compiling content, and policy mechanism. Implementation of operational guidelines and other aspects of the content optimization direction. The paper holds that the complexity of the protection and renewal of historical and cultural blocks is doomed to solve the complex contradiction problems from the perspective of physical space such as planning and architectural design.
