國家大劇院擴(kuò)聲系統(tǒng)招投標(biāo)中評標(biāo)方法優(yōu)化研究

【摘要】:目前,招投標(biāo)因為可以有效的配置和獲取所需的商品、工程、服務(wù)等資源,已經(jīng)成為國際上最為普遍的商品交易方式。在中國,招投標(biāo)制度在80年代才開始引入的,2000年頒布的《中華人民共和國招標(biāo)投標(biāo)法》是國內(nèi)最重要的關(guān)于招投標(biāo)的法律文件。劇院項目從工程項目初期建設(shè)到所有重要設(shè)備的采購以及其他相關(guān)業(yè)務(wù)的招投標(biāo)工作都可以依據(jù)《招標(biāo)投標(biāo)法》進(jìn)行。眾所周知,國家大劇院是一項著名的工程項目,其擴(kuò)聲系統(tǒng)招投標(biāo)的好壞將直接影響國家大劇院的建設(shè)水平,影響國際大劇院藝術(shù)水平的高低,因此,對國家大劇院招投標(biāo)工作的評價具有非常重要的意義。評價工作是否科學(xué)合理,將直接影響國家大劇院建設(shè)工作的成功與失敗,科學(xué)合理的評價體系不僅能保證國家大劇院項目采購到最好的擴(kuò)聲系統(tǒng),還能反映政府采購的公開、公平、公正性,為凈化招投標(biāo)市場豎立一支標(biāo)桿。但是,目前缺乏一個科學(xué)合理的招投標(biāo)評價方法。因此,探討制定一個科學(xué)合理的招投標(biāo)評標(biāo)方法是當(dāng)前招投標(biāo)工作的關(guān)鍵。 本文首先對擴(kuò)聲系統(tǒng)招投標(biāo)評價方法進(jìn)行了總結(jié)與比較,總結(jié)歸納出各種方法的優(yōu)缺點。根據(jù)國家大劇院擴(kuò)聲系統(tǒng)招投標(biāo)工作的特點,從資格指標(biāo)、技術(shù)指標(biāo)、商務(wù)指標(biāo)、價格指標(biāo)4個層面構(gòu)建出國家大劇院擴(kuò)聲系統(tǒng)的評標(biāo)指標(biāo)體系。通過國家大劇院擴(kuò)聲系統(tǒng)招投標(biāo)工作這個實例,對綜合評分法和層次分析法進(jìn)行詳述,,通過對比兩種方法,優(yōu)化選擇出一種合適的評標(biāo)方法。通過優(yōu)化選擇評價方法,使評標(biāo)工作更加科學(xué)公正,評標(biāo)水平有所提高,同時提出了一些完善國家大劇院擴(kuò)聲系統(tǒng)招投標(biāo)中評標(biāo)方法的建議與對策,為今后大型擴(kuò)聲系統(tǒng)項目的招標(biāo)工作提供一定的借鑒。
[Abstract]:At present, bidding and bidding has become the most common commodity trading method in the world because it can effectively allocate and acquire needed commodities, engineering, services and other resources. In China, The bidding system was introduced in 80s. The Law of the people's Republic of China on bidding and bidding, promulgated on 2000, is the most important legal document on bidding and bidding in China. The procurement of equipment and the bidding for other related services may be carried out in accordance with the Law on tendering and bidding. The National Grand Theater is a famous engineering project. The bidding and bidding of its sound reinforcement system will directly affect the construction level of the National Grand Theater and the art level of the International Grand Theater. It is of great significance to evaluate the bidding work of the National Grand Theater. Whether the evaluation work is scientific and reasonable will directly affect the success and failure of the construction of the National Grand Theater. A scientific and reasonable evaluation system can not only guarantee the best sound reinforcement system for the National Grand Theater project, but also reflect the openness, fairness and fairness of government procurement, and set up a benchmark for purifying the bidding market. At present, there is a lack of a scientific and reasonable evaluation method of bidding and bidding. Therefore, it is the key of the present bidding work to explore a scientific and reasonable method of bidding evaluation. Firstly, this paper summarizes and compares the evaluation methods of the sound reinforcement system and summarizes the advantages and disadvantages of the various methods. According to the characteristics of the bidding work of the sound reinforcement system of the National Grand Theater, the qualification index, the technical index and the commercial index are introduced. The bid evaluation index system of the sound reinforcement system of the National Grand Theater is constructed from four aspects of the price index. Through the example of the bidding work of the sound reinforcement system of the National Grand Theater, the comprehensive scoring method and the Analytic hierarchy process (AHP) are described in detail, and the two methods are compared. Optimize the selection of a suitable bid evaluation method. By optimizing the selection of evaluation methods, the evaluation work will be more scientific and fair, and the level of bid evaluation will be improved. At the same time, some suggestions and countermeasures are put forward to perfect the bidding method of the sound reinforcement system of the National Grand Theater, which will provide some reference for the bidding work of the large-scale sound reinforcement system project in the future.
