【摘要】：作為中國五大中心城市之一，在新型城市化建設(shè)推動下，廣州市經(jīng)濟(jì)迅速發(fā)展的同時，城市生活垃圾產(chǎn)量也在急劇增長。如何對城市垃圾進(jìn)行妥善解決，為廣大市民創(chuàng)造一個健康的生活工作環(huán)境，已成為廣州市政府和人民關(guān)心并認(rèn)真思考的重要問題。 本文首先介紹了廣州城市生活垃圾分類回收管理取得的成效，結(jié)合發(fā)展循環(huán)經(jīng)濟(jì)的現(xiàn)實(shí)需要，闡述了垃圾分類回收管理工作的必要性和迫切性。在運(yùn)用公共管理學(xué)和公共經(jīng)濟(jì)學(xué)等相關(guān)理論的基礎(chǔ)上，經(jīng)過調(diào)研，分析了廣州市現(xiàn)行城市生活垃圾分類回收管理制度方面存在的問題，例如政府管理職能不到位；垃圾收費(fèi)制度落實(shí)難，基礎(chǔ)設(shè)施建設(shè)缺乏資金投入；垃圾分類回收缺乏企業(yè)參與，垃圾分類回收的市場化水平較低；市民和城鎮(zhèn)居民的垃圾分類回收意識不強(qiáng)等。針對以上問題，結(jié)合廣州市城市建設(shè)與管理的實(shí)際情況，本文對廣州市城市生活垃圾分類回收管理工作提出了一些建議措施：通過強(qiáng)化政府職能，全面落實(shí)垃圾收費(fèi)制度，促進(jìn)垃圾分類回收科學(xué)化管理；尋求垃圾分類回收的多元融資渠道；加大力度建立與市場經(jīng)濟(jì)相適應(yīng)的垃圾分類回收管理模式；通過政策扶持、資金投入和加強(qiáng)宣傳的方式，促進(jìn)垃圾分類回收管理的科學(xué)發(fā)展；加大宣傳教育力度，強(qiáng)化公眾參與垃圾分類回收的責(zé)任意識。 總之，有效地對垃圾進(jìn)行分類回收管理不僅能解決廣州城市生活垃圾量不斷增長的問題，解決政府與民眾的困擾，而且能促進(jìn)廣州經(jīng)濟(jì)可持續(xù)發(fā)展，，達(dá)到經(jīng)濟(jì)效益、環(huán)境效益和社會效益的共贏。
[Abstract]:As one of the five central cities in China, with the rapid economic development of Guangzhou, the output of municipal solid waste is also increasing rapidly. To create a healthy living and working environment for the general public has become an important issue concerned and seriously considered by the Guangzhou government and people. This paper first introduces the effect of municipal solid waste separation and recycling management in Guangzhou, combining with the practical needs of developing circular economy. This paper expounds the necessity and urgency of the management of classified collection and collection of garbage. Based on the relevant theories of public management and public economics, and through investigation and investigation, This paper analyzes the problems existing in the current municipal solid waste collection and management system in Guangzhou, such as the lack of government management functions, the difficulty of implementing the garbage charging system, and the lack of capital input for infrastructure construction. There is a lack of enterprise participation in garbage classification and recycling, and the marketization level of waste separation and recovery is relatively low, and the consciousness of garbage separation and recovery among citizens and urban residents is not strong. In view of the above problems, combined with the actual situation of urban construction and management in Guangzhou, This paper puts forward some suggestions on the management of municipal solid waste classification and collection in Guangzhou: through strengthening the government function, carrying out the garbage charging system in an all-round way, promoting the scientific management of the classification and collection of municipal solid waste; To seek multiple financing channels for classifying and recycling waste; to strengthen efforts to establish a management model for classified collection of garbage in line with the market economy; to increase the level of promotion through policy support, capital investment and publicity. To promote the scientific development of waste classification and recovery management, to strengthen publicity and education, and to strengthen the public awareness of the responsibility of participating in waste separation and recovery. In a word, the effective management of classifying and recycling garbage can not only solve the problem of the increasing quantity of municipal garbage in Guangzhou, solve the problems of the government and the people, but also promote the sustainable development of Guangzhou's economy and achieve economic benefits. The mutual benefit of environmental and social benefits.
