基于城市規(guī)劃視角下的城市內(nèi)澇防治研究

【摘要】:近年來(lái),隨著我國(guó)城市化的快速發(fā)展,各種“城市病”集中凸顯與爆發(fā),頻發(fā)的城市內(nèi)澇問(wèn)題,更是城市可持續(xù)發(fā)展與城市化水平提升面臨的現(xiàn)實(shí)障礙與治理難題。城市內(nèi)澇問(wèn)題不僅威脅城市的健康和安全,也造成巨大的生命和財(cái)產(chǎn)損失,防澇成為城市安全的新命題。然而城市內(nèi)澇成因復(fù)雜,現(xiàn)有解決方案也多為水文水利工程、市政工程等學(xué)科角度,具有一定的局限性。城市內(nèi)澇防治需要社會(huì)各界的極度關(guān)注,作為城市規(guī)劃師,城市規(guī)劃建設(shè)如何最大程度地避免城市內(nèi)澇的發(fā)生并減少災(zāi)害損失是義不容辭的責(zé)任和義務(wù)。 本文首先運(yùn)用文獻(xiàn)分析法對(duì)我國(guó)城市內(nèi)澇災(zāi)害的發(fā)展現(xiàn)狀、特征及其影響進(jìn)行系統(tǒng)的梳理,其次,剖析引發(fā)城市內(nèi)澇災(zāi)害的影響因素,在此基礎(chǔ)上反思城市規(guī)劃的不合理之處;然后,借鑒國(guó)內(nèi)外經(jīng)典城市規(guī)劃防澇策略的經(jīng)驗(yàn),對(duì)我國(guó)城市規(guī)劃防澇有所啟示:最后,從城市規(guī)劃的視角提出構(gòu)建城市防澇體系,以期為解決城市內(nèi)澇問(wèn)題提出科學(xué)有效的治理途徑。 根據(jù)本文分析可知,城市內(nèi)澇成因主要包括自然因素和人為因素兩個(gè)方面,自然因素主要指全球氣候變化和城市化對(duì)城市氣候環(huán)境的改變?cè)斐傻慕涤陱?qiáng)度變大,以及因下墊面改變而使得低洼地區(qū)積水的產(chǎn)生:人為因素是本文重點(diǎn)敘述的內(nèi)容,通過(guò)規(guī)劃理念、物質(zhì)空間規(guī)劃、技術(shù)方法和規(guī)劃管理四個(gè)方向進(jìn)行梳理,得出城市內(nèi)澇成因綜合體系。城市規(guī)劃視角下的城市防澇體系包括規(guī)劃理念控制內(nèi)澇、城市建設(shè)控制內(nèi)澇及規(guī)劃管理控制內(nèi)澇三大部分,其中,規(guī)劃理念控制內(nèi)澇主要包括主動(dòng)防災(zāi)理念、彈性規(guī)劃理念、生態(tài)規(guī)劃理念,城市建設(shè)控制內(nèi)澇主要從用地布局、道路與豎向設(shè)計(jì)、排水系統(tǒng)、生態(tài)基礎(chǔ)設(shè)施建設(shè)、防澇災(zāi)害系統(tǒng)、雨水利用及對(duì)暴雨強(qiáng)度公式的修訂等方面著手,規(guī)劃管理控制內(nèi)澇主要從建立防澇管理系統(tǒng)及制定城市防澇法等方面著手。 本文從城市規(guī)劃專(zhuān)業(yè)出發(fā)進(jìn)行城市內(nèi)澇防治研究有助于規(guī)劃師消化吸收相關(guān)規(guī)劃理論,從根本上解決城市內(nèi)澇問(wèn)題,也有利于將城市內(nèi)澇問(wèn)題反饋給城市規(guī)劃理論研究者;打破城市防災(zāi)減災(zāi)被動(dòng)適應(yīng)城市規(guī)劃的局面,補(bǔ)充完善現(xiàn)有城市防災(zāi)規(guī)劃體系,并為城市防澇專(zhuān)項(xiàng)規(guī)劃體系的編制打下基礎(chǔ)。
[Abstract]:In recent years, with the rapid development of urbanization in China, all kinds of "urban diseases" have focused on highlighting and erupting, with frequent urban waterlogging problems. Urban waterlogging not only threatens the health and safety of the city, but also causes huge loss of life and property. Waterlogging prevention has become a new proposition for urban safety. However, the causes of urban waterlogging are complex, and the existing solutions are mostly hydrological and hydraulic engineering, municipal engineering and other disciplines, which have certain limitations. The prevention and control of urban waterlogging needs the extreme attention of all walks of life. As a city planner, it is an unshirkable responsibility and obligation to avoid the occurrence of urban waterlogging and reduce the disaster loss in urban planning and construction. In this paper, firstly, the development status, characteristics and effects of urban waterlogging disasters in China are systematically combed with the literature analysis method. Secondly, the influencing factors of urban waterlogging disasters are analyzed. On this basis, we reflect on the irrationality of urban planning, and then, draw lessons from the experience of the classic urban planning and waterlogging prevention strategies at home and abroad, and give some enlightenment to the waterlogging prevention of urban planning in China. Finally, from the perspective of urban planning, we propose to construct the urban waterlogging prevention system. In order to solve the problem of urban waterlogging put forward a scientific and effective approach. According to the analysis of this paper, the causes of urban waterlogging mainly include natural factors and human factors. Natural factors mainly refer to the increase of rainfall intensity caused by the changes of global climate change and urbanization to urban climate environment. And the formation of water accumulation in low-lying areas due to the change of underlying surface: human factors are the main contents of this paper, which are combed through four directions: planning concept, material space planning, technical methods and planning management. The urban waterlogging prevention system from the perspective of urban planning is composed of three parts: planning concept, urban construction control and planning management, among which, the urban waterlogging prevention system includes three parts: urban waterlogging control system, urban waterlogging control system and urban waterlogging control system. Planning concept of waterlogging control mainly includes the concept of active disaster prevention, flexible planning concept, ecological planning concept, urban construction and waterlogging control mainly from land layout, road and vertical design, drainage system, ecological infrastructure construction, The waterlogging prevention system, Rain Water's utilization and the revision of the formula of rainstorm intensity, etc., and the planning, management and control of waterlogging mainly start from the establishment of waterlogging prevention management system and the formulation of urban waterlogging prevention law and so on. The study of urban waterlogging prevention and control from the perspective of urban planning can help planners digest and absorb relevant planning theories, solve the problem of urban waterlogging fundamentally, and feed back the problem of urban waterlogging to the researchers of urban planning theory. To break the situation of passive adaptation of urban disaster prevention and mitigation to urban planning, to supplement and improve the existing urban disaster prevention planning system, and to lay a foundation for the compilation of special urban waterlogging prevention planning system.
