【摘要】：道路綠化項目是一個多部門參與、多方位資金投入,事關國民幸福指數(shù)和滿意程度的民生基礎設施建設。綠化項目具有投資額大、資源需求量大、注重生態(tài)效益等特點,項目成敗不是體現(xiàn)在后期回報額的多少,而是取決于項目的環(huán)保性和利民性。 可行性研究是一種對項目進行科學分析與預測的理論方法,是項目決策的主要依據(jù),也是減少項目失誤、避免資金浪費的有效手段。在道路綠化項目中引入可行性研究方法,可以提升效益,保障項目順利開展�？尚行匝芯坑兄陧椖繉崿F(xiàn)經(jīng)濟效益與社會生態(tài)效益的有機統(tǒng)一,推動社會的可持續(xù)發(fā)展和人民生活的安定和諧。 本文通過對HA市淮海南路南延段綠化項目背景和施工條件介紹,說明了綠化項目的建成對周邊居民生活條件的改善和對過往車輛行駛舒適度的提升起著重要作用,證明該項目建設的必要性和迫切性；通過對項目不同階段建設方案的介紹,說明項目實施的可能性；通過對項目資金籌措和投資估算情況的介紹,證明了該市政項目資金來源的可靠性與穩(wěn)定性；通過對項目可能出現(xiàn)的風險事件進行預測,試為項目建設尋求規(guī)避和防范風險的有效策略；通過構建綠化景觀生態(tài)評價指標體系,對該項目社會生態(tài)效益做出評價,得出項目建設將產(chǎn)生良好的社會生態(tài)效益的結論。
[Abstract]:The road greening project is a multi-sector participation, multi-directional capital investment, which is related to the national happiness index and the degree of satisfaction of the people's livelihood infrastructure construction. The greening project has the characteristics of large investment, large demand for resources, attention to ecological benefits, etc. The success or failure of the project is not reflected in the amount of return in the later period, but depends on the environmental protection and the benefit to the people of the project. Feasibility study is a theoretical method for scientific analysis and prediction of projects, is the main basis of project decision-making, and is also an effective means to reduce project errors and avoid waste of funds. The feasibility study is helpful for the project to realize the organic unification of economic benefit and social ecological benefit and to promote the sustainable development of society and the stability and harmony of people's life. By introducing the background and construction conditions of the greening project in the south extension section of Huai Hai Nan Road in HA City, this paper shows that the completion of the greening project plays an important role in improving the living conditions of the surrounding residents and enhancing the driving comfort of passing vehicles. To demonstrate the necessity and urgency of the project construction; to illustrate the possibility of project implementation through an introduction of the different stages of the project construction programme; and to introduce the financing and investment estimates of the project, It proves the reliability and stability of the fund source of the municipal project and tries to find effective strategies to avoid and prevent the risk by forecasting the possible risk events of the project. By constructing the evaluation index system of greening landscape ecology, this paper evaluates the social ecological benefit of the project, and draws the conclusion that the project construction will produce good social ecological benefit.
