【摘要】：在成都眾多城鄉(xiāng)統(tǒng)籌規(guī)劃研究的項目中，“198”地區(qū)規(guī)劃是一個具有較強代表性的案例。為實現(xiàn)區(qū)域發(fā)展和生態(tài)保護的雙贏目標，該區(qū)域歷經(jīng)非城市建設(shè)用地規(guī)劃、控制規(guī)劃、功能區(qū)規(guī)劃、實施規(guī)劃、生態(tài)區(qū)規(guī)劃五輪規(guī)劃研究，最終形成《成都市環(huán)城生態(tài)區(qū)保護條例》。 作為成都市中心城的邊緣區(qū)域，“198”地區(qū)具備“城”和“鄉(xiāng)”的雙重特征。在行政區(qū)劃上是市區(qū)和周邊區(qū)縣犬牙交錯的結(jié)合區(qū)，在規(guī)劃藍圖上屬于外環(huán)路500米生態(tài)隔離帶的嚴控區(qū)。本次論文研究將以“198”地區(qū)的實施規(guī)劃作為研究對象，通過對區(qū)域在規(guī)劃指導(dǎo)下開展的建設(shè)和發(fā)展進行分析，研究“198”地區(qū)規(guī)劃在編制歷程中的共性與差異，以期找出城鄉(xiāng)統(tǒng)籌規(guī)劃中的“成都模式”。 成都市“198”地區(qū)實施規(guī)劃，從生態(tài)保護的根本目標出發(fā)，堅持產(chǎn)業(yè)重構(gòu)帶動區(qū)域發(fā)展，突出自身生態(tài)資源的巨大優(yōu)勢，堅持因地制宜、錯位發(fā)展，以政府引導(dǎo)、農(nóng)民主體、市場運作，建設(shè)生態(tài)環(huán)境優(yōu)美，產(chǎn)業(yè)發(fā)展高端的生態(tài)及現(xiàn)代服務(wù)業(yè)功能引領(lǐng)區(qū)域。在規(guī)劃的整個編制和實施過程中，堅持統(tǒng)一規(guī)劃、統(tǒng)籌管理，建立高效協(xié)作的工作機制，健全促進規(guī)劃實現(xiàn)和片區(qū)發(fā)展的保障措施，按總體目標逐步推進分步實施。 成都市的“198”地區(qū)規(guī)劃歷時數(shù)年，各部門通力協(xié)作，共同參與。以經(jīng)濟運作的思路全新地開啟市場運作模式，以生態(tài)和產(chǎn)業(yè)相互促進，攜手共進的思路促進區(qū)域發(fā)展，開啟城鄉(xiāng)統(tǒng)籌新篇章。
[Abstract]:In the project of the planning and research of urban and rural areas in Chengdu , " 198 " area planning is a case with a strong representative . In order to achieve the win - win goal of regional development and ecological protection , this area has been studied by non - urban construction land planning , control planning , functional area planning , implementation plan and ecological district planning and five - round planning research , and finally forms the protection regulations for the urban ecological zone of Chengdu City . As the edge area of Chengdu central city , the area of " 198 " has the dual characteristics of " city " and " township " . In the administrative division , it is the combination area of urban and peripheral districts and counties , which belongs to the control area of 500 meters ecological isolation belt of outer loop on the planning blueprint . This paper will study the commonness and difference between the planning and development of the area under the guidance of planning , with a view to finding out the " Chengdu mode " in the planning of urban and rural integration . The implementation plan of Chengdu " 198 " area , from the fundamental goal of ecological protection , insists on industrial restructuring to drive the development of the region , highlighting the great advantages of its own ecological resources , insisting on local conditions , shifting development , building ecological environment , developing high - end ecological and modern service function leading regions . The " 198 " regional planning in Chengdu has been planned for several years , and the departments have worked together and participated in . In a new way of economic operation , the market operation mode is opened up , so as to promote the mutual promotion of ecology and industry , promote the development of the region together , and open up a new chapter in urban and rural areas .
