低碳城市規(guī)劃指標(biāo)體系構(gòu)建及實(shí)例分析

【摘要】:低碳城市規(guī)劃指標(biāo)體系的建立是低碳城市從理論研究階段進(jìn)入可操作的實(shí)際應(yīng)用階段的重要步驟,其實(shí)質(zhì)是確定低碳城市規(guī)劃建設(shè)內(nèi)容和標(biāo)準(zhǔn)體系。在對(duì)國內(nèi)外低碳城市理論及建設(shè)實(shí)踐研究,特別是對(duì)低碳城市的指標(biāo)體系進(jìn)行研究的基礎(chǔ)上,提出建立低碳城市規(guī)劃指標(biāo)體系的構(gòu)建原則及建立低碳城市指標(biāo)體系框架。 按照低碳城市的總目標(biāo)本文提出七大低碳子路徑對(duì)低碳城市進(jìn)行定量評(píng)估或定性測(cè)度,七大低碳子路徑為:1)低碳空間;2)低碳交通;3)低碳產(chǎn)業(yè);4)低碳市政;5)低碳建筑;6)低碳環(huán)境;7)低碳生活。由低碳空間路徑層提取出人均建設(shè)用地等五項(xiàng)指標(biāo);低碳交通路徑層提取出綠色出行比例等五項(xiàng)指標(biāo);低碳產(chǎn)業(yè)路徑層提取出第三產(chǎn)業(yè)比重等三項(xiàng)指標(biāo);低碳市政路徑層提取出再生水利用等五項(xiàng)指標(biāo);低碳建筑路徑層提取出既有建筑節(jié)能改造比例等兩項(xiàng)指標(biāo);低碳環(huán)境路徑層提取出空氣質(zhì)量?jī)?yōu)良率等四項(xiàng)指標(biāo);低碳生活路徑層提取出日人均生活消費(fèi)碳排放等兩項(xiàng)指標(biāo)。 最后以杭州市上城區(qū)低碳示范區(qū)為例,使用七大低碳子路徑對(duì)上城區(qū)低碳發(fā)展進(jìn)行定量評(píng)估或定性描述,做實(shí)證分析。
[Abstract]:The establishment of a low-carbon city planning index system is an important step for low-carbon cities to move from the theoretical research stage to the operational practical application stage. Its essence is to determine the content and standard system of low-carbon city planning and construction, on the basis of studying the theory and construction practice of low-carbon city at home and abroad, especially the index system of low-carbon city. This paper puts forward the construction principles and framework of the low carbon city planning index system. According to the overall goal of low-carbon cities, this paper proposes seven major low-carbon sub-paths for quantitative evaluation or qualitative measurement of low-carbon cities. The seven major low-carbon subpaths are: 1) low carbon space, 2) low carbon transportation, 3) low carbon industry, 4) low carbon municipal building, 6) low carbon environment, 7) low carbon living. Five indexes, such as per capita construction land, are extracted from the low carbon space path layer. Five indexes, such as green travel proportion, tertiary industry proportion, reclaimed water utilization and so on, are extracted from low carbon traffic path layer and so on. Two indexes were extracted from the low carbon building path layer, such as the proportion of energy saving and transformation of the existing buildings, the air quality and good rate of the low carbon environment path layer, and the carbon emissions of daily per capita living consumption from the low carbon living path layer. Finally, taking the example of low carbon demonstration area in Shangcheng District of Hangzhou City as an example, we use seven low carbon sub-paths to quantitatively evaluate or describe the low-carbon development in Shangcheng District, and make an empirical analysis.
