【摘要】:設(shè)計(jì)施工總承包模式(Design-Build,簡(jiǎn)稱DB)在理論和實(shí)踐上都被證明是一種十分有效的工程建造模式,在國(guó)外得到了廣泛的應(yīng)用。在我國(guó),由于目前法律法規(guī)限制、業(yè)主顧慮以及DB項(xiàng)目本身的復(fù)雜性,DB總承包市場(chǎng)仍然處于初級(jí)和低水平發(fā)展階段。然而,建筑市場(chǎng)持續(xù)的發(fā)展,現(xiàn)代工程項(xiàng)目更新更高的需求以及政府部門大力推廣和業(yè)主的共識(shí),DB總承包定會(huì)成為發(fā)展的趨勢(shì)并具備廣闊的市場(chǎng)前景。 實(shí)踐經(jīng)驗(yàn)表明,能否恰當(dāng)?shù)剡x擇最具價(jià)值的DB總承包商是決定DB項(xiàng)目成功與否的關(guān)鍵。因此,如何建立一套系統(tǒng)、完備、客觀和可操作性強(qiáng)的DB項(xiàng)目招標(biāo)評(píng)標(biāo)指標(biāo)體系已成為亟待解決的關(guān)鍵問題。 本文首先分析DB模式下的總承包類型,比較各承包類型之間的優(yōu)缺點(diǎn),確定將招標(biāo)范圍為從初步設(shè)計(jì)開始的DB總承包類型作為研究的對(duì)象。簡(jiǎn)要論述了DB總承包幾種常見的工程招標(biāo)方式和招標(biāo)程序,考慮結(jié)合擬建項(xiàng)目的特征、所屬行業(yè)DB總承包商的數(shù)量和建設(shè)能力、業(yè)主和DB總承包商之間的關(guān)系,以及不同招標(biāo)方式耗費(fèi)的時(shí)間、招標(biāo)費(fèi)用的大小等因素選擇最合適的招標(biāo)方式和程序。通過參考國(guó)內(nèi)外常用評(píng)標(biāo)程序,結(jié)合DB總承包的特點(diǎn)提出了適用于該模式的評(píng)標(biāo)程序,并分析得出綜合評(píng)標(biāo)法更適合選擇最佳DB總承包商。 然后,在決策理論和系統(tǒng)分析構(gòu)想的基礎(chǔ)上,以系統(tǒng)的思維方式和多屬性決策理論構(gòu)建DB總承包評(píng)標(biāo)指標(biāo)體系,本文采用案例分析和文獻(xiàn)總結(jié)相結(jié)合的方式,分別從設(shè)計(jì)、施工、商務(wù)指標(biāo)三個(gè)方面,對(duì)設(shè)計(jì)施工總承包項(xiàng)目的評(píng)標(biāo)指標(biāo)進(jìn)行了篩選和分解,最終構(gòu)建了包含33個(gè)二級(jí)指標(biāo)的評(píng)價(jià)指標(biāo)體系。對(duì)于指標(biāo)中的定量和定性指標(biāo)采取了不同的量化方式,定性指標(biāo)采用模糊綜合評(píng)標(biāo)法(Fuzzy),有效地解決了評(píng)標(biāo)指標(biāo)定量比較的問題;權(quán)重的確定采用的是層次分析法,通過調(diào)查問卷的方式,確定了各評(píng)標(biāo)指標(biāo)的權(quán)重?紤]到DB項(xiàng)目評(píng)標(biāo)的復(fù)雜性,本文初步建立了一個(gè)基于計(jì)算機(jī)技術(shù)的設(shè)計(jì)施工總承包評(píng)標(biāo)指標(biāo)系統(tǒng)框架,以提高DB項(xiàng)目評(píng)標(biāo)的效率和有效性。最后本文結(jié)合設(shè)計(jì)施工總承包案例證實(shí)了評(píng)標(biāo)指標(biāo)體系和Fuzzy評(píng)價(jià)方法的實(shí)用性。
[Abstract]:Design and construction general contracting mode (DBD) has been proved to be a very effective engineering construction model in theory and practice, and has been widely used abroad. In our country, due to the current laws and regulations, Owners' concerns and the complexity of the DB project itself the general contracting market for DB is still at a primary and low level of development. However, the construction market continues to develop. The higher demand for renewal of modern engineering projects, the strong promotion of government departments and the consensus of the owners, are bound to become the trend of development and have broad market prospects. Practical experience shows that the proper selection of the most valuable DB contractor is the key to the success of the DB project. Objective and operable DB project bidding evaluation index system has become a key problem to be solved. This paper first analyzes the general contracting types in DB mode, and compares the advantages and disadvantages of each contracting type. This paper determines that the scope of bidding is the type of general contracting of DB from the beginning of preliminary design as the object of study. This paper briefly discusses several common bidding methods and bidding procedures of DB general contracting, and considers the characteristics of the proposed project. The number and capacity of the DB master contractor in the industry, the relationship between the owner and the DB master contractor, and the time spent by different bidding methods, By referring to the common bid evaluation procedures at home and abroad and combining the characteristics of DB general contracting, the bid evaluation procedure suitable for this model is put forward. It is concluded that the comprehensive bid evaluation method is more suitable for selecting the best DB general contractor. Then, on the basis of decision theory and system analysis conception, the paper constructs the evaluation index system of DB general contract bid by the thinking mode of system and multi-attribute decision theory. This paper adopts the method of case analysis and literature summary, respectively, from the design, In the three aspects of construction and commercial indexes, the evaluation indexes of general contracting projects for design and construction are screened and decomposed. Finally, the evaluation index system including 33 second-level indexes is constructed. The quantitative and qualitative indexes are different. The fuzzy comprehensive bid evaluation method is adopted to solve the problem of quantitative comparison of bid evaluation indexes. The weight is determined by Analytic hierarchy process (AHP). The weight of each bid evaluation index is determined by questionnaire. Considering the complexity of DB project evaluation, In this paper, a framework of evaluation index system for general contract of design and construction based on computer technology is established. In order to improve the efficiency and effectiveness of DB project bid evaluation, this paper proves the practicability of the evaluation index system and Fuzzy evaluation method by combining the design and construction general contract cases.
