蘇家坨110kV輸變電工程項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:隨著近年來(lái)的電網(wǎng)建設(shè)大發(fā)展,許多電網(wǎng)項(xiàng)目紛紛上馬,電網(wǎng)項(xiàng)目管理也越來(lái)越受到重視。但是相對(duì)于其他項(xiàng)目,電網(wǎng)建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理仍然相對(duì)薄弱,缺乏對(duì)風(fēng)險(xiǎn)管理的重視,風(fēng)險(xiǎn)管理制度不健全,因此,如何堅(jiān)強(qiáng)電網(wǎng)項(xiàng)目風(fēng)險(xiǎn)管理,實(shí)現(xiàn)電網(wǎng)項(xiàng)目管理的有效化和高效化,降低甚至規(guī)避電網(wǎng)項(xiàng)目建設(shè)過(guò)程中可能出現(xiàn)的風(fēng)險(xiǎn),保證電網(wǎng)建設(shè)項(xiàng)目的順利進(jìn)行,已經(jīng)成為了輸變電工程項(xiàng)目的重中之重。本文以蘇家坨110kV輸變電工程項(xiàng)目風(fēng)險(xiǎn)管理作為研究實(shí)例,對(duì)輸變電項(xiàng)目的風(fēng)險(xiǎn)管理做了探討。首先對(duì)文章的研究背景和意義進(jìn)行論述,表明有效的輸變電風(fēng)險(xiǎn)管理對(duì)于電網(wǎng)項(xiàng)目管理的現(xiàn)實(shí)意義,并對(duì)國(guó)內(nèi)外風(fēng)險(xiǎn)管理研究現(xiàn)狀做了簡(jiǎn)明闡述;其次,對(duì)項(xiàng)目管理的相關(guān)概念做了論述,區(qū)分了幾個(gè)項(xiàng)目風(fēng)險(xiǎn)管理中的基本概念,同時(shí)對(duì)項(xiàng)目風(fēng)險(xiǎn)管理過(guò)程進(jìn)行了介紹;然后,著重介紹了項(xiàng)目風(fēng)險(xiǎn)管理中的重要步驟——風(fēng)險(xiǎn)識(shí)別,并分析了多種風(fēng)險(xiǎn)識(shí)別的方法,如調(diào)查表法、SWOT法、層次分析法等,同時(shí),還介紹了項(xiàng)目風(fēng)險(xiǎn)管理綜合評(píng)價(jià)的方法,以模糊綜合評(píng)價(jià)法為主要介紹對(duì)象。以蘇家坨輸變電工程項(xiàng)目為研究對(duì)象,從技術(shù)、管理、環(huán)境經(jīng)濟(jì)及施工五個(gè)方面分析了該輸變電工程項(xiàng)目可能出現(xiàn)的風(fēng)險(xiǎn),再運(yùn)用層次分析法識(shí)別出該輸變電工程項(xiàng)目的各種風(fēng)險(xiǎn)的權(quán)重,并確定主要因素;采用綜合評(píng)價(jià)法,依據(jù)層次風(fēng)險(xiǎn)法確定的權(quán)重,對(duì)該輸變電工程項(xiàng)目風(fēng)險(xiǎn)因素的風(fēng)險(xiǎn)等級(jí)進(jìn)行評(píng)價(jià),確定各指標(biāo)的風(fēng)險(xiǎn)等級(jí)。最后,根據(jù)不同等級(jí)的各種風(fēng)險(xiǎn)因素,提出具體的風(fēng)險(xiǎn)應(yīng)對(duì)措施。
[Abstract]:With the great development of power grid construction in recent years, many power grid projects have been launched, and more and more attention has been paid to grid project management. However, compared with other projects, the risk management of grid construction project is still relatively weak. Lack of attention to risk management, risk management system is not perfect, therefore, how to strengthen the grid project risk management, to achieve the effective and efficient grid project management. Reduce or even avoid the potential risks in the construction of power grid projects to ensure the smooth progress of grid construction projects. This paper takes Sujiatuo 110kV transmission and transformation project risk management as an example. This paper discusses the risk management of transmission and transformation projects. Firstly, it discusses the research background and significance of the paper, which shows the practical significance of effective transmission and transformation risk management for power grid project management. The current situation of risk management research at home and abroad is briefly described. Secondly, the related concepts of project management are discussed, the basic concepts of project risk management are distinguished, and the process of project risk management is introduced. Then, the paper introduces the important step of project risk management-risk identification, and analyzes many kinds of risk identification methods, such as questionnaire method SWOT method, analytic hierarchy process and so on, at the same time. This paper also introduces the comprehensive evaluation method of project risk management, taking fuzzy comprehensive evaluation method as the main introduction object, taking Sujiatuo power transmission and transformation project as the research object, from technology, management. The paper analyzes the possible risks of the transmission and transformation project from five aspects of environment, economy and construction, then identifies the weight of the various risks of the transmission and transformation project by using the analytic hierarchy process, and determines the main factors. Using comprehensive evaluation method, according to the weight determined by the hierarchical risk method, the risk grade of the transmission and transformation project risk factors is evaluated, and the risk grade of each index is determined. Finally. According to different levels of risk factors, specific risk countermeasures are put forward.
