【摘要】：近兩年來黨中央將提升國民的幸福感作為一項涉及民生的重要工作。城市舊住區(qū)再開發(fā)與民生住房問題密切相關,再開發(fā)策略的合理與否直接關系到住房需求的解決與保障,尤其是中低收入群體的住房困難問題。以民生幸福視角作為切入點,討論城市舊住區(qū)再開發(fā)中的種種問題,有助于最大限度地契合民生需求,以避免相關問題的積聚。本研究首先對城市舊住區(qū)再開發(fā)中的“民生幸福”進行內(nèi)涵挖掘,討論基于“民生幸�！崩砟畹淖》繖嗬@取途徑,探討社會道義在其中的重要性。其次,在對蘇州舊住區(qū)實地調(diào)查的基礎上,從“民生幸�！钡囊暯欠此棘F(xiàn)行城市舊住區(qū)再開發(fā)存在的問題,挖掘城市舊住區(qū)再開發(fā)實效與“民生幸福”期待錯位的深層原因。基于以上研究,遵循“民生幸�！钡哪繕撕驮瓌t,結合蘇州城市舊住區(qū)再開發(fā)建設,探索城市舊住區(qū)再開發(fā)的中“民生幸福”歸位的途徑：一是合理設定城市舊住區(qū)再開發(fā)目標,注重差別扶助、適度均衡與公平自由,推動居民“有其屋——優(yōu)其屋——擇其屋”三個層面住房權利的獲��；二是構建多元化的供給、協(xié)作機制,充分發(fā)揮政府在城市舊住區(qū)再開發(fā)中的作用；三是強化配套政策的約束力和引導機制。三方面統(tǒng)籌作用可有助于保障居民住房權利的實現(xiàn),維護社會最大公共利益,關注并幫助實現(xiàn)弱勢群體的基本生活訴求,促使住房社會資源在再開發(fā)中的公平分配。
[Abstract]:In the past two years, the CPC Central Committee has taken the promotion of the well-being of the people as an important work related to the people's livelihood. The redevelopment of old urban settlements is closely related to the housing problem of the people's livelihood. Whether the redevelopment strategy is reasonable or not is directly related to the solution and guarantee of housing demand, especially the housing difficulties of middle and low income groups. It is helpful to meet the needs of people's livelihood to the maximum extent by discussing various problems in the redevelopment of old urban settlements. In order to avoid the accumulation of related problems, this study firstly excavates the connotation of "people's livelihood happiness" in the redevelopment of urban old residential areas, and discusses the ways to obtain housing rights based on the concept of "people's livelihood happiness". Secondly, on the basis of the field investigation of Suzhou old residential area, this paper reflects on the existing problems in the redevelopment of the old urban residential area from the perspective of "people's livelihood happiness". Based on the above research, we follow the goal and principle of "people's livelihood happiness", and combine the redevelopment and construction of Suzhou old residential area. To explore the way of "happiness of people's livelihood" in the redevelopment of old urban settlements: first, to set up the goal of redevelopment of old urban settlements reasonably, to pay attention to the help of difference, to balance appropriately and to be fair and free. To promote the acquisition of the housing rights of residents at the three levels of "ownership of housing-excellent housing-choice of housing"; The second is to build a diversified supply and cooperation mechanism to give full play to the role of the government in the redevelopment of old urban settlements; The third is to strengthen the binding force and guiding mechanism of supporting policies. Three aspects of the overall role can help to protect the realization of housing rights of residents and safeguard the greatest public interests of society. Pay attention to and help to realize the basic living demands of the vulnerable groups and promote the equitable distribution of housing social resources in the redevelopment.
