【摘要】:環(huán)境風(fēng)險是建筑工程項(xiàng)目風(fēng)險的重要來源。信息獲取不完全、有限理性等是項(xiàng)目環(huán)境風(fēng)險的根源。建筑工程項(xiàng)目環(huán)境風(fēng)險具有不確定性、隱蔽性、突發(fā)性、變異性、復(fù)雜性等特點(diǎn)。外部環(huán)境風(fēng)險包括自然環(huán)境、經(jīng)濟(jì)環(huán)境、政治與政策環(huán)境、社會與文化環(huán)境等風(fēng)險因素。諸風(fēng)險源所蘊(yùn)含的風(fēng)險能量隨項(xiàng)目建設(shè)過程不斷積累,但因系統(tǒng)固有自組織、自適應(yīng)、自調(diào)節(jié)能力,此時風(fēng)險仍處于穩(wěn)態(tài)均衡。當(dāng)工程項(xiàng)目累積的風(fēng)險能量超出其風(fēng)險容量,通過外界因素的誘發(fā),便會形成突發(fā)性的環(huán)境風(fēng)險。在經(jīng)濟(jì)領(lǐng)域,超過風(fēng)險容量的環(huán)境風(fēng)險,會以風(fēng)險流的形態(tài)在風(fēng)險傳導(dǎo)節(jié)點(diǎn)間,通過風(fēng)險傳導(dǎo)載體沿流程鏈、價值鏈、產(chǎn)業(yè)鏈等傳導(dǎo)鏈在項(xiàng)目內(nèi)外部動態(tài)轉(zhuǎn)移。流動、傳導(dǎo)的風(fēng)險與外部環(huán)境發(fā)生耦合作用,轉(zhuǎn)化為經(jīng)濟(jì)利益鏈條上復(fù)雜的風(fēng)險。在生態(tài)系統(tǒng)和社會領(lǐng)域,最后失控的項(xiàng)目環(huán)境風(fēng)險還可能通過放大效應(yīng)、自然規(guī)律,以鏈?zhǔn)綌U(kuò)散、循環(huán)擴(kuò)散、輻射擴(kuò)散、混合擴(kuò)散等四種方式,在風(fēng)險擴(kuò)散參與單元間擴(kuò)散,使局部的建筑工程項(xiàng)目環(huán)境風(fēng)險形成全局性的重大工程項(xiàng)目環(huán)境風(fēng)險事件,造成嚴(yán)重經(jīng)濟(jì)損失、人員傷亡與生態(tài)危害。以外部環(huán)境為風(fēng)險源向項(xiàng)目的擴(kuò)散和以項(xiàng)目內(nèi)部為風(fēng)險源向環(huán)境的擴(kuò)散呈現(xiàn)各自的特點(diǎn)和規(guī)律。因此,識別項(xiàng)目環(huán)境風(fēng)險源,研究建筑工程項(xiàng)目環(huán)境風(fēng)險的形成、轉(zhuǎn)化、傳導(dǎo)與擴(kuò)散機(jī)理,對實(shí)現(xiàn)項(xiàng)目與自然、項(xiàng)目與人、項(xiàng)目與社會的協(xié)調(diào)與發(fā)展,,具有重要意義。
[Abstract]:Environmental risk is an important source of construction project risk. Incomplete information acquisition and limited rationality are the source of environmental risk. Environmental risk of construction project is uncertain, hidden and sudden. External environmental risks include natural environment, economic environment, political and policy environment. Risk factors such as social and cultural environment. The risk energy contained in the various risk sources accumulates with the construction process of the project, but the inherent self-organization, self-adaptation and self-adjustment ability of the system. At this time the risk is still in a steady equilibrium. When the accumulated risk energy of the project exceeds its risk capacity, through the external factors, it will form a sudden environmental risk in the economic field. The environmental risk in excess of the risk capacity will be in the form of risk flow between the risk transmission nodes, through the risk transmission carrier along the process chain, value chain, industrial chain and other conduction chains in the project internal and external dynamic transfer. Flow. The transmitted risk is coupled with the external environment, which is transformed into the complex risk in the chain of economic benefits. In the ecosystem and social field, the final runaway environmental risk of the project may also pass the amplification effect, natural law. Chain diffusion, cyclic diffusion, radiation diffusion and mixed diffusion are four ways to participate in inter-unit diffusion. The environmental risk events of major engineering projects, which make the environmental risks of local construction projects become global, cause serious economic losses. Human casualties and ecological hazards. Taking the external environment as the risk source of the diffusion to the project and the internal of the project as the risk source of diffusion to the environment presents their own characteristics and laws. It is of great significance to study the mechanism of formation, transformation, conduction and diffusion of environmental risks in construction projects for realizing the coordination and development between projects and nature, between projects and people, and between projects and society.
