【摘要】：城市基礎(chǔ)設(shè)施是城市運(yùn)行、居民生活的實(shí)質(zhì)性基礎(chǔ)，同時也是城市經(jīng)濟(jì)中的主要產(chǎn)業(yè)部分，在很大程度上對城市的生產(chǎn)生活有著制約作用和促進(jìn)作用，并廣泛影響著城市經(jīng)濟(jì)的其它方面。城市的現(xiàn)代化首先應(yīng)該是城市基礎(chǔ)設(shè)施的現(xiàn)代化。 市北區(qū)作為青島市的中心老城區(qū)，，是全市人口最多、人口密度最大的城區(qū)，在全市宏觀生產(chǎn)力布局和經(jīng)濟(jì)社會發(fā)展中處于重要的地位。近年來，青島市市北區(qū)建設(shè)工作以市場經(jīng)濟(jì)體制的完善和現(xiàn)代化進(jìn)程在市北區(qū)的實(shí)現(xiàn)為目標(biāo)，加速促進(jìn)城市基礎(chǔ)設(shè)施建設(shè)體系的改革創(chuàng)新，形成了城市基礎(chǔ)設(shè)施事業(yè)的快速良好發(fā)展，在一定程度上解決了城市基礎(chǔ)設(shè)施落后的現(xiàn)狀。然而市北區(qū)城市基礎(chǔ)設(shè)施建設(shè)的進(jìn)程、管理的水平和力度與廣大居民的需求、經(jīng)濟(jì)發(fā)展的現(xiàn)狀依然存在距離。因此，須對市北區(qū)基礎(chǔ)設(shè)施項(xiàng)目管理模式進(jìn)行研究和探索。 本文研究的目的是通過分析市北區(qū)基礎(chǔ)設(shè)施項(xiàng)目建設(shè)與管理活動，借鑒國內(nèi)外的重要理論研究成果和實(shí)踐經(jīng)驗(yàn)，探究與市北區(qū)經(jīng)濟(jì)和社會發(fā)展相適應(yīng)的城市基礎(chǔ)設(shè)施項(xiàng)目管理模式，并為政府部門提供相關(guān)建議。 本文首先從選題背景、研究目的與意義、以及有關(guān)城市基礎(chǔ)設(shè)施項(xiàng)目管理的文獻(xiàn)研究著手，探討了城市基礎(chǔ)設(shè)施項(xiàng)目管理模式的基本理論，其中包括項(xiàng)目區(qū)分理論、項(xiàng)目投融資管理、代建制理論等；隨后介紹了市北區(qū)城市基礎(chǔ)設(shè)施項(xiàng)目管理現(xiàn)狀，并在此基礎(chǔ)上，從市北區(qū)城市基礎(chǔ)設(shè)施項(xiàng)目的建設(shè)、融資、運(yùn)營等方面深入分析了市北區(qū)城市基礎(chǔ)設(shè)施項(xiàng)目管理所存在的問題及其原因；接著通過比較、借鑒國內(nèi)外先進(jìn)城市基礎(chǔ)設(shè)施項(xiàng)目管理模式、機(jī)制，提出了加強(qiáng)市北區(qū)基礎(chǔ)設(shè)施項(xiàng)目管理的相關(guān)對策建議。最后，通過海泊河景觀綜合整治工程對市北區(qū)基礎(chǔ)設(shè)施項(xiàng)目管理模式的優(yōu)化進(jìn)行了實(shí)證研究。 通過以上問題的研究和解決，按照青島市“十二五”城市發(fā)展規(guī)劃，不僅提出適合市北區(qū)城區(qū)發(fā)展的基礎(chǔ)設(shè)施項(xiàng)目管理策略，同時可以為青島市城市建設(shè)管理部門提供建設(shè)、融資、運(yùn)營等方面的參考，進(jìn)一步推動城市經(jīng)濟(jì)發(fā)展、提高城市競爭力，使城市基礎(chǔ)設(shè)施建設(shè)更好的為高速發(fā)展的國民經(jīng)濟(jì)服務(wù)。
[Abstract]:Urban infrastructure is the substantive basis of urban operation, residents' life, but also the main industrial part of urban economy, to a large extent, the city's production and life has a role in restricting and promoting. The modernization of the city should be the modernization of the urban infrastructure. As the central old city of Qingdao, Shibei District is the city with the largest population and population density, which plays an important role in the distribution of macro-productive forces and economic and social development in the city in recent years. With the goal of perfecting the market economic system and realizing the modernization process in the northern part of Qingdao, the construction of the northern part of Qingdao city will accelerate the reform and innovation of the construction system of urban infrastructure. Formed a rapid and good development of urban infrastructure, to a certain extent, to solve the status quo of urban infrastructure backwardness. However, the process of urban infrastructure construction in the north of the city. The level and intensity of management are still far from the needs of the residents and the present situation of economic development. Therefore, it is necessary to study and explore the management mode of infrastructure projects in the North District of China. The purpose of this paper is to analyze the construction and management activities of infrastructure projects in Shibei District, and to learn from the important theoretical research results and practical experiences at home and abroad. This paper probes into the urban infrastructure project management model suitable for the economic and social development of Shibei District and provides relevant suggestions for government departments. Firstly, this paper discusses the basic theory of urban infrastructure project management model from the background, research purpose and significance, as well as the literature research on urban infrastructure project management. It includes the theory of project differentiation, the management of project investment and financing, the theory of agent system and so on. Then it introduces the present situation of urban infrastructure project management in Shibei District, and on this basis, from the construction of urban infrastructure projects, financing. In the aspects of operation and other aspects, this paper deeply analyzes the existing problems and causes of urban infrastructure project management in Shibei District. Then through the comparison, draw lessons from the domestic and foreign advanced urban infrastructure project management model, mechanism, put forward the relevant countermeasures and suggestions to strengthen the infrastructure project management in the northern region. Finally. An empirical study on the optimization of infrastructure project management model in the North District is carried out through the comprehensive landscape regulation project of Haibo River. Through the research and solution of the above problems, according to the "12th Five-Year Plan" of Qingdao city development plan, not only put forward the infrastructure project management strategy suitable for the urban development of the north district of the city. At the same time, it can provide reference for Qingdao city construction management department in construction, financing, operation and so on, further promote the urban economic development and improve the city competitiveness. Make the urban infrastructure construction better for the rapid development of the national economy.
