【摘要】：本文基于大西南(非平原)與華北平原地區(qū)農(nóng)戶的調(diào)研樣本數(shù)據(jù),對農(nóng)戶秸稈還田技術(shù)采納情況分別構(gòu)建二元選擇Logit模型,定量分析了其影響因素。結(jié)果表明:農(nóng)戶采納此技術(shù)受監(jiān)管約束與懲罰、補(bǔ)貼、信息誘導(dǎo)三種政策工具及土地機(jī)械化操作程度、環(huán)境認(rèn)知等因素的正向影響;受貧富差距因素負(fù)向影響。在區(qū)分兩類地區(qū)基礎(chǔ)上發(fā)現(xiàn),信息誘導(dǎo)、土地機(jī)械化操作程度、環(huán)境認(rèn)知是影響農(nóng)戶秸稈還田技術(shù)采納行為的共同正向影響因素,而監(jiān)管約束與懲罰措施、補(bǔ)貼刺激、貧富差距在兩類地區(qū)農(nóng)戶中的影響程度不同。對非平原地區(qū)農(nóng)戶而言,家庭貧困因素是制約其采納行為的關(guān)鍵因素,政府的監(jiān)管約束與懲罰措施有正向影響,但補(bǔ)貼刺激未起到效果;對平原地區(qū)農(nóng)戶而言,其采納行為受家庭貧困因素影響不明顯,政府的補(bǔ)貼起到了較大的促進(jìn)作用,而監(jiān)管約束機(jī)制下的懲罰措施反而抑制了其采納行為傾向。
[Abstract]:Based on the survey sample data of farmers in Southwest China (non-plain) and North China Plain, this paper constructs a binary selection Logit model for the adoption of farmers' straw return technology, and quantitatively analyzes its influencing factors. The results show that farmers' adoption of this technology is positively influenced by three policy tools, such as regulation, punishment, subsidy, information induction, the degree of land mechanization operation, environmental cognition and so on, and is negatively influenced by the gap between rich and poor. On the basis of distinguishing the two regions, it is found that information induction, degree of land mechanization operation and environmental cognition are the common positive influencing factors of farmers' adoption of straw returning technology, while supervision, restraint and punishment measures, subsidy stimulation, and so on, are the common positive factors that affect farmers' adoption of straw return technology. The gap between the rich and the poor has different influences on the farmers in the two areas. For farmers in non-plain areas, family poverty is the key factor to restrict their adoption behavior. Government supervision and punishment measures have a positive impact, but subsidy stimulation has no effect. For farmers in plain areas, their adoption behavior is not significantly affected by family poverty factors, government subsidies play a greater role in promoting, and the punitive measures under regulatory restraint mechanism on the contrary inhibit their tendency to adopt behavior.
