【摘要】：鑒于水利工程非農(nóng)業(yè)供水水價(jià)改革道路曲折難行,并缺乏相應(yīng)的理論基礎(chǔ),基于南京市2009~2013年的水利工程非農(nóng)業(yè)供水?dāng)?shù)據(jù),采用全成本模型測(cè)算現(xiàn)行供水成本,并對(duì)水價(jià)執(zhí)行情況及實(shí)際工作中存在的問(wèn)題進(jìn)行實(shí)地調(diào)研和分析。研究結(jié)果表明,現(xiàn)行水利工程非農(nóng)業(yè)供水水價(jià)標(biāo)準(zhǔn)時(shí)效滯后,所占供水成本不足10%,同時(shí)在水價(jià)制定、監(jiān)督管理、公眾參與及各類補(bǔ)償?shù)确矫娴捏w制機(jī)制仍有待完善。據(jù)此,提出優(yōu)化分類定價(jià)及相應(yīng)改革措施。
[Abstract]:In view of the twists and turns of the road of water price reform of water conservancy project non-agricultural water supply and the lack of corresponding theoretical foundation, based on the data of non-agricultural water supply of water conservancy project in Nanjing from 2009 to 2013, the full cost model is used to calculate the current water supply cost. And the implementation of water prices and practical problems in the field investigation and analysis. The results show that the current water price standard for non-agricultural water supply in water conservancy projects lags behind, accounting for less than 10 percent of the water supply cost. At the same time, the system and mechanism of water price formulation, supervision and management, public participation and various kinds of compensation still need to be improved. Based on this, the paper puts forward the optimization of classified pricing and corresponding reform measures.
