【摘要】：在耕地非農(nóng)化必然要占用耕地的態(tài)勢(shì)下,地方政府受GDP主義和土地財(cái)政的驅(qū)動(dòng),出現(xiàn)大量違規(guī)違法占地行為,造成省域內(nèi)耕地總量占補(bǔ)平衡政策的嚴(yán)重異化,致使耕地質(zhì)量和數(shù)量持續(xù)下滑,嚴(yán)重危及國(guó)家糧食與生態(tài)環(huán)境安全以及社會(huì)穩(wěn)定。采用文獻(xiàn)分析法和演繹推理法,基于國(guó)家尺度的層面,闡釋了耕地功能占補(bǔ)平衡模式的內(nèi)涵及價(jià)值,探討了該模式的架構(gòu)思路。應(yīng)從認(rèn)識(shí)和核算耕地功能入手,在確保社會(huì)耕地總功能不減少的前提下,堅(jiān)持政府首責(zé)、社會(huì)補(bǔ)償和比較優(yōu)勢(shì)原則,發(fā)揮不同區(qū)域耕地功能的比較優(yōu)勢(shì),合理分配耕地保護(hù)的社會(huì)責(zé)任與成本,激發(fā)耕地保護(hù)主體的積極性,消除省域內(nèi)耕地總量占補(bǔ)平衡模式的缺憾,實(shí)現(xiàn)有效保護(hù)耕地的目標(biāo)。
[Abstract]:Under the situation that cultivated land will inevitably be occupied by non-agricultural cultivated land, the local government is driven by GDP doctrine and land finance, and a large number of illegal land occupation behaviors appear, which results in the serious alienation of the policy of the balance of the total amount of cultivated land in the province. The quality and quantity of cultivated land continue to decline, seriously endangering the national food and ecological environment security and social stability. Based on the level of national scale, the connotation and value of the functional balance model of cultivated land are explained, and the framework of the model is discussed by using the method of literature analysis and deductive reasoning. On the premise of ensuring that the total function of social cultivated land is not reduced, we should insist on the principle of government's first responsibility, social compensation and comparative advantage, so as to bring into play the comparative advantages of the function of cultivated land in different regions. The social responsibility and cost of rational distribution of cultivated land protection, stimulate the enthusiasm of the main body of cultivated land protection, eliminate the defects of the balance model of total cultivated land in the province, and achieve the goal of effective protection of cultivated land.
