【摘要】：本文從制度變遷理論、產(chǎn)權理論和交易費用理論等新制度經(jīng)濟學角度出發(fā),識別土地制度對耕地多功能實現(xiàn)的限制及功能開發(fā)利用問題,并提出相關建議。研究結果表明:一是實現(xiàn)耕地功能轉變和更替的根源在于現(xiàn)行土地制度的不合理、產(chǎn)權制度不明晰等,包括一些土地制度對耕地生產(chǎn)功能的束縛、耕地產(chǎn)權關系不清、產(chǎn)權交易機制不健全、耕地交易費用過大等問題;二是應該完善耕地承包權抵押、融資權能等耕地多功能產(chǎn)權制度,降低耕地交易費用,創(chuàng)新制度安排內化耕地功能外部性,構建促進土地規(guī)模經(jīng)營和多功能產(chǎn)業(yè)開發(fā)的耕地流轉政策環(huán)境。本研究可為我國耕地資源多功能開發(fā)相關的土地制度改革和經(jīng)濟路徑改進提供借鑒。
[Abstract]:From the perspective of new institutional economics, such as institutional change theory, property right theory and transaction cost theory, this paper identifies the limitation of land system to the realization of multi-function cultivated land and the problems of function development and utilization, and puts forward some relevant suggestions. The results show that: first, the root of the function transformation and replacement of cultivated land lies in the irrationality of the current land system and the unclear property right system, including the restraint of some land systems on the production function of cultivated land, the unclear relationship between the property rights of cultivated land and so on. Problems such as imperfect trading mechanism of property rights, excessive transaction cost of cultivated land, and so on; second, we should perfect the multi-functional property right system of cultivated land, such as mortgage of contract right of cultivated land, financing power and so on, reduce the transaction cost of cultivated land, innovate the system arrangement to internalize the function externality of cultivated land, Construct the policy environment of farmland circulation to promote land scale management and multi-function industry development. This study can be used for reference for land system reform and economic path improvement related to the multifunctional development of cultivated land resources in China.
