基于創(chuàng)新價值的農(nóng)業(yè)科技項目立項評價指標體系構建及實證研究

【摘要】:通過文獻研究、案例分析與專家訪談,初步提出農(nóng)業(yè)科技項目的創(chuàng)新性評價指標后基于調(diào)查問卷的大樣本數(shù)據(jù),選用驗證性因子分析對指標進行刪減與分類,得到9個一級指標及35個二級指標,這是在農(nóng)業(yè)領域首次以科技項目創(chuàng)新價值為核心的立項評價指標。而后在主觀層次分析法與客觀熵值法基礎上,運用層次-熵值組合賦權方法得到指標權重。該方法與較為常見的偏差最大化組合賦權法所得的權重數(shù)值具有較高的相關度,而定量評價結果與實際同行評議結果具有較高的相似度。
[Abstract]:Through literature research, case analysis and expert interviews, the paper preliminarily puts forward the innovative evaluation index of agricultural science and technology project, which is based on the large sample data of questionnaire, and selects confirmatory factor analysis to delete and classify the index. Nine primary indexes and 35 secondary indexes are obtained, which is the first time that the innovation value of scientific and technological projects is the core of the evaluation index in the field of agriculture. On the basis of subjective Analytic hierarchy process (AHP) and objective entropy method, the index weight is obtained by using the method of combination weight of AHP and entropy. The method has a high correlation with the weight values obtained by the most common biases maximization combination weighting method, while the quantitative evaluation results have a high similarity with the actual peer review results.
